Senior Reviews (Summer 2016) Secretary and Deputies Review Bureau Foreign Ops and State Ops requests OMB Submission (September 2016) Bureaus received revised numbers from F and BRM following Senior Reviews and produce supporting narratives for budget request package for OMB OMB Passback (Late November 2016) OMB provides revised levels for FY 2016 based on analysis of submission. Negotiation results in final CBJ levels usually in December. Building the FY 2018 Budget – An Overview of the Budget Build Process for Foreign and State Ops Congressional Budget Justification Preparation (January/February 2017) Based on Final Levels, Bureaus develop accompanying narratives. Submission of President’s FY 2018 Budget Request (February 2017) Congressional Budget Justification (CBJ) for State and Foreign Operations submitted to Congress Hearings/Committee Meetings, etc. leading up to Enactment of the Appropriations (?????) 653(a) Budget BRM & F determine country levels, earmarks & initiatives – final budget numbers are set
