Share, learn, represent SCS, participate 2 future WHAT do I do? 042013: TA for SCS & Inclusive Policies –Main Dish: Supporting programs and projects: Capacity Development on A) Strengthening evidence base and result based Advocacy and Awareness Raising; B) Disability, Rights & monitoring, Gender and Cross-impairment; C) Policy review and participatory development processes; –Sight Dish 1: Support to programs working on protracted refugee crisis – Mainstreaming disability Sensitization of mainstream humanitarian actors in protracted Refugee and IDP work via protection mainstreaming approach Improve and develop tools to measure rights violations, accessibility of services and enhance disability inclusive data Participatory development of disability approach in line with UNHCR Guidance Note –Sight Dish 2: Support data collection with Aude Development of Orientation Note on Disability Data Collection & Analysis in national Census

2. Have you ever conducted in the context of your activity, studies or impact assessment and evaluation? Impact assessments: No, never (not even heard of one study done by HI on impact assessment) Effect assessment: Yes, support to teams for development of Barrier and Facilitators base and end-line assessment tools and approach for community level, KAP, overall situation of PWDs, services level to improve evidence base of advocacy and awareness; Development of DPOs capacity assessment tools (technical point of view) Evaluation and mid-term evaluation: Yes, multiple o Conducted Participatory mid-term and final evaluations in GBV, support to DPOs and LID projects o Assessment of effects in support to Civil Society Impact Assessment Seminar Phnom Penh, 2-6 December 2013

HI’s challenges in terms of impact assessment & evaluation? o Lack of effectiveness: Scattered tools and approach (often too complex for project teams) – no comprehensive commonly shared methodologies for assessment of effects/ results No guidelines and training on how to do baselines at best possible quality and comparability (except. KAP in MRE) Resulting in Cross-country and across time incomparability of tools and approaches, and results Disjoined from global monitoring efforts of disability, Devt. & HA o Lack of commonly agreed generic approach on how to measure “disability or vulnerability in comprehensive way” or capacity development effects within “Access to services” Across DAD, DAU and DAM Comparability with globally used or promoted approaches From a sector perspective, usable by HI and partners Impact Assessment Seminar Phnom Penh, 2-6 December 2013

What questions would you like this seminar to answer? o Presented challenges are discussed and planned to be addressed via conclusions and constructive debates o RBM based and integrated effect and results measurement tools discussed at seminar to be of ultimate and practical usage to HI implementing teams and Partners as well as global communication and advocacy of HI with cutting edge disability & Devt. & HA dynamics considered (post MDG etc.) o To have a draft mapping of existing evaluation and effect or impact assessment tools and processes used in HI across “access to services” in line with major global frameworks Identified shared needs across sectors for a comprehensive approach and possibly common tool set or agreed standards as much as possible Impact Assessment Seminar Phnom Penh, 2-6 December 2013
