3 3 Summary of Findings Based on the first three months of observations; 1.The introduction of FRRS improves ERCOT’s ability to arrest frequency decay during unit trips. 2.FRRS Pilot Resources generally followed ERCOT FRRS deployments and responded automatically using local frequency detecting techniques. 3.When deployed, FRRS reduces the rate of change of frequency and regulation deployed to conventional Resources. 4.Observed lower quantities offered for FRRS-down and an overall lower performance for FRRS-down. 6/12/2013 3 ERCOT

15 15 Additional Analysis Underway Using KERMIT KERMIT is a Matlab/Simulink/Excel based platform used for simulating daily system operation with 1 second resolution. Capable of providing an assessment of a system’s ability to achieve adequate balancing and maintain system frequency Once the KERMIT model is calibrated and the deployment and un-deployment logic of FRRS are added, it can be used to study impacts of FRRS in the ERCOT system. 6/12/2013 15 ERCOT

18 18 Purpose of FRRS Pilot The pilot governing document states the purpose of the pilot project is to: 1.Determine whether FRRS can improve ERCOT’s ability to arrest frequency decay during unit trips 2.Determine the optimal means of deploying FRRS by testing various deployment methodologies 3.Determine whether FRRS can reduce the need for Regulation Service and thereby reduce total Ancillary Service costs 4.Assess the operational benefits and challenges of deploying FRRS 5.Provide data for ERCOT to determine the appropriate settlement treatment for Resources providing FRRS, including possible “pay-for- performance” methods such as those being developed in response to FERC Order 755. 6/12/2013 18 ERCOT

19 19 FRRS Pilot Overview FRRS pilot deployment obligations began on Feb. 25, 2013 at hour ending 11. When the pilot began, there were 32 MW FRRS UP and 30 MW FRRS DOWN qualified to participate. Additional 1 MW FRRS UP and DOWN began participating on Mar. 16, 2013. All the qualified resources completed the qualification tests. ERCOT has made FRRS parameter changes twice and more parameter changes are expected during the course of pilot 6/12/2013 19 ERCOT
