Why a new form of government? By 1787, flaws of the Articles of Confederation were obvious Meeting of delegates in Philadelphia, 1787 − Washington, Madison, Franklin − Work six days a week, 12-18 hours a day, May thru September A Constitution sent to the states to approve in September of 1787

Hallmarks of the Constitution It was decided the new government would have 3 branches − Executive Branch to enforce the law − Legislative Branch to make the law − Judicial Branch to interpret the law Branches would support and cancel each other, called checks and balances − Congress can make a law, but president can veto it or Supreme Court can rule it un-constitutional − Congress can impeach the president, president can appoint judges to the Supreme Court − This way, no one branch could ever become stronger than the other two

Provided for a president with strong powers − Had the power of veto − Can appoint federal judges − Commander in chief of the military − Would not have given so much power if George Washington had not been so loved and respected Took away some of the power of the state legislatures − Could not issue paper money − Could not regulate personal contracts Two Major Differences from the A of C

Representation by states in Congess heavily debated − How many votes should a state have? Small states wanted 1 vote each, large states wanted votes based on population − Compromise was to have two houses (Senate, House of Representatives) What is state population? − Did slaves count in population? Southern states huge populations = more power − 3/5 Compromise All free inhabitants of a state plus 3/5 of the states slaves count as its population What parts would the states have?

Became a battle for power between federalists and anti- federalists − Federalists wanted the strong central government for protection − Antis were afraid strong central government would trample their rights 9 of 13 states approve the Constitution − 4 under the promise of adding a Bill of Rights Became a tool to create a government, not a be all/end all of government Ratification of the Constitution

These amendments were created 220 years ago, yet they still apply to life today Each group assigned 3 amendments − Page 102-103 Create a scenario that your amendment would apply to in today’s society. − i.e. Police have been told there is a house on your block where a possible terrorist threat exists. In an attempt to find these terrorists, the police break down the doors of every house on the block and search each house. Revolution to Constitution Chapters 4,5,6,7,8,9,10 Each Member will have one section of the chapter Complete the section review (All questions) −Prepare on poster board, notecards, or computer paper −Be prepared to teach the section for 4 minutes 3 Test questions to give students extra credit for getting correct.
