Eurostat Problem statement (1) At its June 2014 meeting, the Partnership Group requested clarification of some issues: the procedure of sending data to Eurostat via EDAMIS which data sets sent to Eurostat are European statistics and which are not the need to harmonise the mandate of the Transmission Coordinators (TCO) 2

3. Eurostat Problem statement (2) 2015 - Amendment of Regulation (EC) No 223/2009: Coordinating role of NSI needs to be further defined; this includes areas of: Programming and reporting Quality monitoring Methodology Data transmission Communication on ESS statistical actions 3

Eurostat Timeline of actions and events (1) -October 2014: EDAMIS and Validation User Group (EVUG) meeting – role of TCOs discussed - several MSs expressed serious reservations -March 2015: PG discussed ONAs vs. entities sending data via Edamis – set of recommendations -April 2015: Amendment of 223/2009 enters into force -Summer 2015: technical improvements in EDAMIS to better identify non-ONAs transmitting data to Eurostat 4

Eurostat Timeline of actions and events (2) -September 2015: TF on 223/2009 (23 MS participating) met for the first time – no discussion on the role of TCOs yet -October 2015: EVUG meeting – Mandate of TCOs – state of play presented – (see background document) -Action proposed: survey among EVUG participants (in principle gathering of TCOs) about their current roles (IT / technical / statistical vs. coordination) 5

Eurostat Questions to DIME-ITDG SG 1.What should be the right approach of collecting evidence on the current status of the TCOs in the Member States? 2.What are the existing issues, experience and challenges encountered at your country level? 3.What is the opinion of the SG on the potential scope of responsibilities of TCOs (technical, IT / inter-institutional coordination)? 4.Shall be the discussion on draft mandate of TCOs also followed by DIME-ITDG plenary group? 6
