Speed vs. Velocity Who wins the tortoise or the hare?

Who wins between the tortoise and the hare? The tortoise is traveling at a velocity of 0.5 kmph to the north, while the hare is travel at a speed of 10 kmph. Who reaches the finish line first?

The Answer is It depends. What direction is the hare traveling? What direction is the finish line from the starting line? Does the tortoise have a head start? These are all parts to a frame of reference to determine a winner.
