2. Objective The 100% efficiency program provides the JCIN National Secretariat with an assessment of the services that each Local Chapter provides its members.

3. Rationale The 100% Efficiency is not an Award or recognition but a certification from the Executive Secretary of the level of administrative services a local chapter offers its members.

4. Rule 1 Membership Database Points 10 7 5 Provide details to the JCIN Secretariat a complete list of its Board of Directors and Officers contact information not later than January 15 of the current year. 9. Rule 6 Membership Declaration Points 10 7 5 Submit Membership Declaration to the JCIN National Secretariat by March 31 of the current year. Rule 7 Membership Growth Points 10 7 5 Achieve a Local Organization Membership growth of 5% or 6 Members by August 30 of the current year Achieve a National Organization Membership growth of 3% or 4 Members by August 30 of the current year Achieve a National Organization Membership growth of 2% or 2 Members by August 30 of the current year

Rule 8 Publications Points 10 7 5 Publish at least Three (3) issues of a hardcopy or an electronic publication containing information on at least one JCI program in each issue and send a copy to JCIN National Secretariat by September 15 of the current year.
