5. I. The Bill of Rights page 789 A. First 10 Amendments Bill of Rights (1791) (1791) B. Some states would only ratify the Constitution if they were promised a “Bill of Constitution if they were promised a “Bill of Rights” Rights” C. The first 10 Amendments originally only applied to the Federal Government, but now also apply to the State Governments D. The Purpose of the Bill of Rights is to protect the rights of the people (individual liberty/freedom)
