Performance Measure Reporting Requirements The reporting requirements allowed the commission to obtain information to evaluate the transactional performance of the retail electric market. Performance Data provided by ERCOT – To PUCT and All Market Participants TDSP – To PUCT and CRs CR – To PUCT

Survey Responses How long does it take to prepare, send and file the Quarterly Performance Metrics? CR’s ranged from 1 to 4 hours per quarter Produce 1 to 4 reports per CR TDSP’s ranged from 1 day to 3 weeks per quarter Produced 46 to 70 reports per TDSP ERCOT spends 460 hours per quarter Produces 1266 reports per quarter

Survey Responses Does your company use the Quarterly Performance Measurement reports? Consensus from responses were that the reports are useful to some (6 positive responses), primarily as a Market indicator or for executive reporting The data received is not useful to resolve day to day issues, as it is produced for the previous quarter. Report is cumbersome, too much data for some participants

CR’s TDSP field performance, date wanted vs. actual Track 824 rejects by type and transactions Actual field completion times for MVI, MVO and Re-Connects Re-connects after DNP’s 867’s sent within Protocols, Off cycle reads and re- reads. TDSP’s Safety Nets Inadvertent Gains Meter Test 824’s sent within Protocols 814 PC’s sent MVI’s received with 48 hours prior notice ERCOT planned and unplanned outages

Next Steps / Recommendation PUCT staff has stated that a new Performance Metrics Rule may be opened for the purpose of evaluating current and future reporting requirements. This survey will be available to PUCT staff for consideration in future Rule Making. MMWG recommends to RMS that an investigation be conducted to analyze cost and benefits of utilizing a web-based file exchange method to support standardization and downloading of reporting.
