Gangs are neither just a big city or inner city problem, nor are they a problem of a particular race or culture. They bring fear and violence to neighborhoods, traffic in drugs, destroy property, involve youth in crimes and drive out businesses.

5. There are a four stages to the problem-solving for crimes. They are scanning, analysis, response, and assessment. For short they call it SARA.
