3 CSE Transition Timeline May 1 st 2007 – CSE Version 2 went live. CSE, IDB, and CSR Transition Period Begins. February 2 nd 2009 – CSE version 3.0 goes live. IDB and CSR major functions transition to CSE. April 19 th, 2009 – CSE Version 3.2 goes live. Credit reporting, license suspension, and DIR match processing transition to CSE.

4 CSE and IDB - Version 2.x Functions April 01, 2008 CSE and Consortia System: Submit NCP demographics and arrearage balances to IDB. Submission and response information displayed in CSE and Consortia Systems. CSE submission information is viewable on the Case Enforcement Overview and the CSE Combined Log. Performs allocation for transitioned counties. IDB: Receives NCP demographics, arrearage balances, and delinquency information from LCSAs, via consortia system or CSE, consolidates the NCP arrearage balances (if multi-county) and forwards this information to intercept agencies.

5 CSE and IDB - Version 2.x Functions April 01, 2008 IDB (Cont.): Receives and processes intercept collection data from the intercept agencies and forwards this information to the DCSS Accounting Section (Remittance Advice and Claim Schedule). Sends collection amounts to the State Disbursement Unit (SDU). Performs allocation for non- transitioned counties. Generates initial Child Support Warning Notices (CSWN) to NCPs, and annual CSWN as long as the NCP continues to be in arrears. Performs reconciliation with Intercept Partners.

Submits NCP demographics and arrearage balances directly to Intercept Agencies (OCSE, FTB, EDD). New batch jobs are introduced to CSE. Child Support Warning Notice Generation Submission/Response to Federal Intercept Offset Program Submission/Response to CA State Tax and Lottery Program Submission/Response to EDD Unemployment/Disability Intercept Program Performs reconciliation with Intercept Partners.

10 CSE and IDB - Version 3.0 LCSA Impacts Suppression –CSE will no longer automatically suppress Passport Denial when a bankruptcy is entered. –CSE only allows intercept suppression at the Participant and Account levels. –CSE will allow the separate suppressions of the IRS Tax Intercept and the Federal Administrative Offset activities. –The Federal Administrative Offset suppressions are split into Salary, Vendor, and Retirement. The case worker must suppress each Administrative Offset suppression in order to exclude the participant from all Administrative Offset submissions.

11 CSE and IDB - Version 3.0 LCSA Impacts CSE will submit obligors with SSA Verified, System Validated, or User Validated SSNs to FMS. Passport Release- New button on the Federal Program Offset Detail to notify DCSS of passport release request. EDD Percentage Change – New button added to the Unemployment/Disability Intercept Detail page to change the intercept percentage.

Begins to submit NCP demographics, delinquency, and arrearage balances directly to credit reporting and license agencies. New batch jobs are introduced to CSE. CSE submission information is viewable on the Case Enforcement Overview and the CSE Combined Log. CSR: Receives NCP demographics, arrearage balances, and delinquency information from LCSAs, via consortia system or CSE, and consolidates the NCP arrearage balances. Updates the inventory and when appropriate combines case information into a single NCP account. Uses IDB’s Child Support Warning Notices to NCPs as the demand for payment

Generates Order to Withhold (OTW) and Exempt Order to Withhold (EOTW) based on information received from CSE and Consortia. FTB FIDM Match Performs asset match with California financial institutions using FIDM Method I or Method II and with Multi State FIDM based on information received from FCR.
