6 What is a Confined Space? According to 29 CFR 1910.146: 1. Has restricted entry / exit 2. Not intended for continuous occupancy 3. Large enough to enter

26 Employer Responsibilities under 29 CFR 1910.146: 1.Evaluate workplace to identify permit- required spaces. 2.Make location and dangers of spaces known to employees. DANGER! PERMIT-REQUIRED CONFINED SPACE DO NOT ENTER

27 Employer Responsibilities: 3.If employees will not enter a permit- required space, take measures to ensure it cannot be entered 4.If employees will enter permit-required spaces, employer must establish entry permit program Exception: when optional provisions apply

28 Requirements For Permit Space Program Must meet thirteen basic requirements GOAL: Insure that 1. Hazards of space are identified, 2. Safety precautions are taken before entry, and 3. Timely rescue is available if needed

29 THE ENTRY PERMIT Documents compliance with the standard and authorizes entry Must be posted at entry location Identifies personnel involved in the entry operation Identifies hazards, safety precautions, and acceptable entry conditions Provides contact info in case of emergency

30 PERSONNEL ROLES IN PERMIT SPACE OPERATIONS Entrant - works inside the space Attendant - remains at point of entry to monitor safety of entrant Supervisor - verifies safety precautions and signs permit to authorize entry Rescuer - on call or standby in case of emergency

31 RESCUE AND EMERGENCY SERVICES (paragraph k) The employer must: Evaluate and select rescue team or service able to perform rescue in a timely and effective manner Appendix F provides non-mandatory evaluation criteria

32 RESCUE AND EMERGENCY SERVICES (paragraph k) The employer must: Inform prospective rescue team or service of the hazards involved Provide selected rescuers access to spaces for pre- emergency planning and practice

33 RESCUE AND EMERGENCY SERVICES (paragraph k) Designated rescuers must: Be provided with appropriate PPE and proficient in it’s use Be trained to perform assigned rescue duties Have at least one team member trained in first aid and CPR Practice at least once every 12 months

34 RESCUE AND EMERGENCY SERVICES (paragraph k) Retrieval equipment is required for all entries (unless it would increase risk or would not aid in rescue): Chest or full body harness with retrieval line attached for small retrieval profile wristlets allowed as alternative, if safer Mechanical retrieval device required for vertical spaces over 5 feet deep

35 RESCUE AND EMERGENCY SERVICES (paragraph k) If entrant is exposed to hazardous chemical: MSDS must be provided to medical facility treating the exposed entrant

36 Optional Provisions For Confined Space Entry Alternate Procedures Reclassification to Non-Permit Status

37 Alternate Procedures: Allowable Conditions Only atmospheric hazards involved Can be abated by forced air ventilation Supporting monitoring and inspection data developed Initial data gathered under permit- required entry conditions Supporting data available to workers

38 Alternate Procedures: Requirements for Use Conditions making removal of cover unsafe eliminated before cover is removed Quality of ventilation air assured Atmosphere tested prior to entry Periodic monitoring during entry

39 Alternate Procedures: Allowable Atmospheric Conditions Oxygen Concentration: 19.5% - 23.5% Flammability: 5% of the LEL Toxicity: 50% of the PEL

40 Requirements for Reclassification to NON-Permit Status No actual or potential atmospheric hazard Any other hazard eliminated prior to entry Employer documents basis through certification Employees will exit if hazards arise, and space will be reevaluated.
