Community-Based Coastal Adaptation Planning Presenter Name Date
2
Project Background and Objectives Context - why council needs to undertake community-based coastal adaptation planning Objectives - Improved ability to plan and respond to coastal hazards - Raise awareness in the community - Develop adaptation options Governance, management and budget
3
Methodology Inception 1. Establish project study area and team 2. Establish engagement and communication plan Hazard and values assessment 3. Hazard mapping 4. Cost of risk to assets analysis 5. Values of use analysis 6. (Draft Interim) Planning scheme review Adaptation options 7. Identify and plan for short term works 8. Identify adaptation options and develop pathways for adaptation Community engagement 9. Inform community and stakeholders of coastal risks and ways to adapt 10. Engage affected community to explore pathways for adaptation 11. Select preferred pathway(s) Implementation 12. Establish funding mechanisms and governance framework (not addressed in this project) 13. Implementation (not addressed in this project) 14. Review (not addressed in this project)
4
Work plan outline 1.Communications plan 2.Review hazard information available 3.Review hazard implications for planning scheme 4.Assess and quantify cost of risk 5.Assess value of occupying hazard areas 6.Review options to manage risk 7.Form scenarios for future in the project area 8.Community workshop 9.Write up and present results
5
Scope of Study Area Include a map of the study area
6
Project Communications Community input essential Open, participatory process Detailed plan to target key stakeholders Provide good information to all stakeholders Continues throughout project Engage with council communication staff, resources – ongoing skills transfer
7
Community Workshop Explore implications of different adaptation scenarios: The credibility of the scenario: is it plausible, realistic? The desirability of the scenario: does it protect community values? Cost effectiveness: based on preliminary cost estimate Flexibility: can the scenario deal with faster or no sea level rise? Does the scenario allow for new technology? Modes of failure: what are the impacts of ‘failure’ of the adaptation approach? Retreat: How would this work, if needed?
8
Project Principles It is poor public policy to subsidise people to occupy hazardous locations – in the long term Identified risks should be actively managed, not allowed to develop in an uncontrolled way
