5 MPAs are not Fishery management The difference in conservation value of different plans is insignificant compared to Fishery management In parts of the world where there is poor fishery management MPAs are needed, necessary and very effective The California region has some of the best fishery management in the world(Worm, Hilborn, et al) The Marine Life Management Act requires the state rebuild overfished stocks, and stop overfishing in state waters 3 miles form the shore The Magnusson-Stevens makes also requires overfished stocks to be rebuilt and stops overfishing in from 3-200 miles offshore

6 Your decision Research has shown that for MPAs to be effective they must be enforced Community support is important to the success of MPAs The Blue ribbon Task force IPA and Proposal 2 both meet the requirements of the law and are not significantly different in conservation value

7 My recommendation Pick RSG proposal 2 If you pick the IPA don’t expand it Don’t expand the south La Jolla MPA If you allow beach fishing in Encinitas then also allow commercial lobster fishing Lobster fishermen will take the biggest financial hit Lobster spend 9 months in the plankton Baja Lobster fishery MSC certified
