The RCRA had a few goals Protect human health and the environment from the hazards posed by waste disposal. Conserve energy and natural resources through waste recycling and recovery. Reduce or eliminate, as expeditiously as possible, the amount of waste generated, including hazardous waste. Ensure that wastes are managed in a manner that is protective to human health and the environment. The solid waste program, the hazardous waste program, and the underground storage tank were all created to achieve these goals above.

The EPA (Environmental Protection Agency) regulates the RCRA. These regulations are then published in the Code of Federal Regulations. EPA may issue an administrative order to any person who violates the RCRA. The order may impose a civil penalty and also require compliance.
