3 Social Dialogue Tripartite Consultative Labour Council (TCLC) - established to discuss and agree on all issues relating to labor matters, manpower development and utilization and any other matters referred to it. - essential attribute of a democratic society and a means of resolving inevitable conflicts of interests over economic and social policies. 3/17/20163
