1 0 Peter J MacLaren 6Sep2001 & 5Dec2002 Recommended Action Plan for endorsement by WCD Noting prior recommendations to:  Support the international process, and not to duplicate work nationally that is being done in PPs. For TR-45  New work items relative to 3G are introduced and developed in the PPs. However, this does not preclude the Engineering Committee from incorporating a work item in their work plan, if a Partnership Project chooses not to incorporate or include the item in their work.  Support updates to ITU-R WG8F relative to 3G technologies under responsibility of TR-45 in accordance with national processes.  Support work as needed in ITU-T (SSG)  Participate/present on behalf of TR-45 in global workshops, forums, etc (e;g, GSC/GSTC/GRSC, ITU-T workshops on NGN)  As partner, support the work of 3GPP2 relative to transposition of 3GPP2 specifications, per the TIA standardization process. Key factor is to continue to maintain and promote the quality of standards developed by TIA and to promote quality of standards in all projects in which TIA is a partner.  Support and promote global interoperability of standards

However, this does not preclude the Engineering Committee from incorporating a work item in their work plan, if a Partnership Project chooses not to incorporate or include the item in their work.  Recognize that some national requirements must be addressed by the national SDO for various reasons  Relative to national requirements, including mandates and legislation, standards are developed in TR-45 and include standards development for  Lawfully Authorized Electronic Surveillance  Emergency Services  Wireless Number Portability and Pooling  CDMA Wireless Priority Service  ESN exhaust, New Mobile Equipment Identifier (MEID)  Standards development to support Homeland Security

3 2 Peter J MacLaren 6Sep2001 & 5Dec2002 Recommended Action Plan for endorsement by WCD Noting prior recommendations to: (continued)  Dialog within TIA on a more efficient process for turning the recommendations of the PPs into national standards.  TIA input on 3GPP2 Publication Process that meets needs and spirit of the Partnership Project while avoiding conflict with the TIA standardization process (I.e., ballot and standards publication) was recently developed and supported by other Organizational Partners. Proposal under consideration in 3GPP2, but new process would streamline publication process in 3GPP2 (e.g., reduce standardization interval) and still fulfill the requirements of the TIA process. And noting discussion points for consideration, which can be summarized:  Not to eliminate TR-committees or change national process, but to streamline process to improve and complement global activities.  TR-45 confirms and supports this consideration and any restructuring that would facilitate these recommendations and more readily demonstrate the broad scope of standardization work performed by the Engineering Committee.

4 3 Peter J MacLaren 6Sep2001 & 5Dec2002 Recommended Action Plan for endorsement by WCD Noting prior recommendations to: (continued) WCD should reaffirm to TIA: The Value of continuing to seek appropriate secretariat and administration roles to facilitate global standards deployment TIA is secretariat to 3GPP2 TIA is ESN administrator and UIM_ID global coordinator and administrator TIA recommended for MEID administrator for GHA TIA secretariat to GSC meeting held April 2003 TIA continues to pursue these opportunities when they meet the needs of the membership and globalization of TIA standards.

5 4 Peter J MacLaren 6Sep2001 & 5Dec2002 Recommended Action Plan for endorsement by WCD TIA WCD should request TR8, TR45 & TR46 Committees to:  Review these recommendations and considerations  Recommendations supported by TR-45  Propose an evolution plan for their work consistent with these recommendations  Clear separation of work responsibilities of TR-45 and of PPs. This facilitates work consistent with recommendations.  Separate work plan for TR-45 identifying TIA only projects (note some of the projects may be joint with other SDOs such as T1)  Address processes to streamline standardization of globally developed documents (e.g., acceptance of TIA proposal for 3GPP2 publication process).  Projects introduced into TR-45 (e.g., WLAN) which appear to be relative to work of PPs should be and have been directed appropriately  High priority given to national standards development relative to public safety and homeland security (CALEA, E911, WNP, WPS, Security Services)  Maintain and promote quality standards  Support and promote global interoperability of standards  Review and Address Names and Titles Committee TR-45 and its groups to ensure they reflect the global nature of the Engineering Committee and the broad scope of standardization work performed by TR-45 and its groups.
