Background, Law Changes, and System Replacement Corporations and Charities Division

What does the division do? Register 70% of all new businesses in Washington New business filings represent 20% of our workload, 80% of our workload is entity maintenance records and other program filings Record documents as presented by the customer, we are ministerial by statute, we do not have regulatory authority

Law changes in 2016 SB 5030 includes changes to internal LLC operations and some changes to reporting SB 5387 (RCW 23.95) “ HUB ” unifies filing processes between entity types and creates options for commercial registered agents

System Replacement Our vendor, PCC Technology, has completed validation of the business requirements and has begun development System deployment date is late July 2016

Components of New System Web UI for online filing – Using the latest.net Framework, Bootstrap and AngularJS to present a responsive UI for the public. – Application will have both a wizard view to take the user step by step through the filing process, and an advanced view to display all required elements on a single page

Components of New System Web UI (continued) – Online search functionality to provide more data for the public, and allow them to view/download/print “non certified” recorded documents – API to allow Large Filers or other agencies to programmatically access OSOS data

Components of New System Staff Console for back office management – Also using latest.net Framework. The staff console will be web based or client application depending on our need for desktop scanning, customized printing and/or integrated image manipulation tools

Components of New System BLS Integration – This is the data exchange the DOR/BLS have discussed in their presentation. We would like it to be real time data exchange and based on current technology standards

Components of New System Agency Revenue – Integration with our legacy agency revenue (receipting) application. Currently our agency receipting system is a tightly coupled system with our filing system. Our replacement system will decouple accounting processes creating flexibility in building/buying a new receipting system

Components of New System UBI – We will coordinate with DOR to leverage the new UBI web service they are building And last but not least……… Chat service – Available throughout the replacement system UI
