6 Use of External Consultants Connection assessment workload is application-driven and thus unpredictable and often peaky. IMO resources have been severely strained to cope with the large volume of CAA applications. External consultants will be retained by the IMO to assist in meeting workload peaks and thus reduce turnaround times.

8 Projects Required for Reliability Projects proposed in response to an urgent reliability concern identified by the IMO have a low queue position. Proposed procedure revision would allow deviation from queue-defined study order

9 Projects Required for Reliability Market Manual 2.10 Section 3.2 … Connection proposals that assist in alleviating an urgent reliability concern identified by the IMO in its Ten-Year Outlook or other reports will be assessed on a priority basis and, if necessary, in advance of other projects higher in the queue, in accordance with the Market Rules, Chapter 10, Section 9.1.

10 Projects Required for Reliability Market Rules, Chapter 10, Section 9.1.1… The IMO may identify an adverse condition on the IMO- controlled grid that it deems to be sufficiently severe that action to alleviate the condition is required within the annual planning period to protect the reliability of the IMO- controlled grid. In that event, the IMO may expedite the annual assessment processes set forth in sections 7,8 and this section 9 with respect to the adverse condition, or address the condition separately from the annual assessment process and reporting process, and take any additional steps necessary to ensure that the reliability of the IMO-controlled grid is maintained.
