Safeguarding Animal Health Returning NVS Items Step 1: Determine Returnable Items The ordering manager (ORDM) creates a NVS Returnable Items Issued report to identify the locations of recoverable items and provides it to the supply unit leader to give to the operations section chief. The ORDM creates a list by site of returnable NVS items, including the following: Depopulation equipment PAPRs Self-refilling syringes Empty/noncontaminated tri-walls. Foam units and CO2 carts Portable vaccine storage containers All items coded as returnable ( Y or ) 4

Safeguarding Animal Health Returning NVS Items Step 2: Coordinate Pickup or Return of Items Operations section chief (OSC) provides response sites a list of returnable items and directs field responders to clean and disinfect (C&D) items before items are returned to the warehouse. Incident command determines the required C&D procedures on the basis of the disease and use of the returnable item. The supply unit leader coordinates pickup or return of items to the warehouse with the OSC and ground support and communications units. California Foot-And-Mouth Disease Exercise June 2011 5

Safeguarding Animal Health Returning NVS Items Step 3: Generate Packing Slip and Pack Returnable Items The warehouse team receives, records, and segregates all returnable items from the field response sites, packs NVS items in tri-walls or on pallets, and records the contents of each tri-wall or pallet. The ordering manager generates a packing slip for each container, noting the amount being returned, and provides it to the receiving and distribution manager. 6

Safeguarding Animal Health Returning NVS Items Step 4: Arrange Transportation and Load Countermeasures The supply unit leader will coordinate the shipment of all NVS countermeasures with the NVS mobile logistics team, if on site, or the NVS deployment management team. Safeguarding Animal Health Returning NVS Items Step 5: Inspect and sign Bill of Lading The receiving and distribution manager places a seal on the truck, notes the seal number on the bill of lading, and provides one copy of the bill of lading to the driver and one copy to the supply unit leader (SPUL). The SPUL submits the bill of lading to the NVS mobile logistics team, if on site, or the NVS deployment management team. 8

Safeguarding Animal Health Terminate Warehouse Activities If the warehouse operations will not continue after the NVS items have been returned, the supply unit leader (SPUL) will be instructed to terminate the warehouse activities. The SPUL will return other supplies and equipment, deactivate the warehouse and equipment storage facilities, and demobilize personnel. 9

Our objective is to provide supply unit and support personnel with an understanding of what and how to return NVS countermeasures and the basic actions involved in terminating warehouse activities.
