Add water a drop at a time and mix until dough like. Flour the board and roll out the dough with the rolling pin. Carve shapes into the dough. Make a hole near the top of each shape. Place shapes on a baking tray and place in the oven on a low heat until hard. Leave to dry and then paint and decorate. Thread ribbon through the holes and tie.
