Who do we target? What are the barriers to efficiency and what groups have agency to overcome them? Are we able to obtain the required information to target selected groups effectively? Who are key stakeholder groups? Beyond those who are directly connected to building energy efficiency (landlords and tenants), what groups are active in the community? How do we approach different stakeholder groups? How many stakeholders within each group should we reach out to? Who are formal and informal leaders of these groups? Who are the elected or selected leaders within these communities? Who are the informal leaders? Well-respected individuals who carry local weight. What are the issues that matter most to them? How does energy efficiency connect to these groups and their values? What are higher priority concerns for them in this moment? How committed are we to engaging this group in developing a long-term strategy? Should we focus on building consensus among different stakeholders?
