OBJECTIVES Help identify Plan objectives Help outline current Idaho energy situation Assess future energy needs Develop / implement stakeholder outreach Outline effects of potential solutions Help develop Plan Help develop siting criteria for generation / transmission

APPROACH Help direct / coordinate development of the Plan –Based on State’s needs / objectives –Based on issues raised by stakeholders –We would not develop Plan unilaterally, but act as an extension of the State Maximize the use of State resources

ENERGY PLAN OBJECTIVES The Key First Step Must define what you want the Plan to do / be used for before you begin to develop it –Will it provide general guidelines, will it provide a regulatory / legislative framework (the basis for future laws and regulations, etc.)? –Will it address objectives for energy production within the state, energy consumption in the state, or both? –Will it need to set goals or attempt to regulate the mix of energy produced / consumed within the state (renewables vs non-renewables, etc.)? –Will it attempt to address energy prices / rates within the State?

RELEVANT EXPERIENCE Developed many strategic plans –Including assessment of CA energy plan Evaluated impacts for all types of energy generation and transmission projects –Socioeconomic Impacts –Environmental Impacts Conducted stakeholder involvement on many plans / programs Developed siting criteria for energy projects

COST OVERVIEW Will maximize the use of State resources –Determine availability at project kick-off Willing to be flexible in scope based on State needs –Determine our final scope / costs after project kick-off Willing to work as part of team to develop the needed Plan
