1 In October we came to you We want to share Children’s Pool beach with the seals per the law and stated City policy. We want the CCC to determine how public access to the ocean at Children’s pool can be maximized within existing law. We want to respectfully and lawfully go on on a public beach without harassment by vigilantes. So we came to you.

2 We asked when San Diego brings its request to cordon off our beach every day forever, please Request other amendments that would make it fit with the Local Coastal Plan Hold the appeal hearing in Southern California this time Remember their legal closure measure is waiting in the wings Consider adding a requirement no other beaches be treated this way

3 But hopefully you will never see it. Our own Planning Commission ruled unanimously against it They saw it restricted vertical access They saw it was in conflict with the local coastal plan The City continued to claim “The rope is not intended to prevent access to the sand beach or ocean.” But they knew it does, in spite of stated intent

4 There is still the proposed permit to block the stairs instead of the Dec to May advisory rope now in place That has not been even scheduled for public review Hopefully San Diego will just kill it It was planned with the 365day/year rope before the ink was dry on the winter advisory rope barrier you approved last March

8 This is shared use with a perpetual rope to create a buffer on sand too hot for seals to lie on during the day
