OECD/Germany workshop 17/18 November 20083 INNOVATION IN EDUCATION First strand: level of educational sector itself Related to ‘emancipation’ of schools and universities Initiative in secondary vocational: from orientation on attainment targets to competences Top-down initiative in secondary general failed, so … Primary education: learning by innovating Three strategies: basic (schools), deepening (research), widening (brokerage) Mixed funding Independent monitoring

OECD/Germany workshop 17/18 November 20086 FOCUS ON USE OF ICT IN EDUCATION Hesitancy in schools (infrastructure, intellectual property, competences of teachers, …) Role of government needed Innovation platform on education, ambassadors etc. In preparation now: teachers wiki for digital materials, policy on licencies, copyrights etc. But: via Kennisnet, public support organisation for innovation connected with ict, foundation steered by sectororganisations

Support system / transfer research-practice Limits to variety in public sector services? Blind spots?
