2. Cost of Service 2008/9 The total cost of The Place2Be’s school services was £4.8 million in the 2008/09 financial year. This included £3.1 million cost from hubs and £1.7 million cost from the Core Hub. The cost from the Core Hub was the support cost for the school service in the hubs, including the cost of assisting the field operation, research and evaluation for the service, fundraising, general administration, etc. The total cost of The Place2Be’s school services can be further split between children’s service (£4.5 million) and parents’ service (£0.3 million)

3. Average Cost Per Child The Place2Be’s children’s service reached 132 schools and 42,370 children in the 2008/09 financial year in the 14 full-operational hubs The average cost per school per annum for The Place2Be’s children’s service was £33,767. The average cost per child per annum for The Place2Be’s children’s service was £105.

4. Average Cost Per Hour In total, there were 237,144 hours of children’s service provided in the 2008/09 financial year, resulting in an average of £19 per hour of children’s service. In total, there were 13,849 hours of parents’ service provided in the 2008/09 financial year, resulting in an average of £22 per hour of parents’ service

5. Average Cost Per Intervention Cost per case per annum in The Place2Talk was £6, with a case receiving on average 0.3 hours of this service over a year. Cost per case per annum in 1-1 counselling was £954, with a case receiving on average 51 hours of this service over a year. Cost per case per annum in group counselling was £160, with a case receiving on average 21 hours of this service over a year Cost per case per annum in A Place for Parents was £556 in 2008/09, with a case receiving 25 hours of service

6. Comparative Cost? Cost per hour of CAMHS generic single and multi disciplinary services (equivalent to Tier 2-3 services) was £33 in 2008/09. To receive clinical service from CAMHS generic single and multi disciplinary services, it cost £1,744 per case per annum in that year. Cost per hour of The Place2Be’s children’s service is 42% less than the average of CAMHS generic single and multi disciplinary services [42% = (£33-£19)/£33]. Cost per case per annum in The Place2Be’s 1-1 work is 45% less than that of the clinical work of CAMHS generic single and multi disciplinary services in 2008/09 [45% = (£1,744-£954)/£1,744].

7. Working with similar need achieving similar results? Based on 2007/08 output and outcome data, The Place2Be’s 1-1 work was dealing with cases of similar levels of difficulties as CAMHS tier 2-3 services before interventions and achieved similar positive outcomes for cases after the interventions as shown via the parent and child rated SDQs, while operating at a lower cost base. To some extent, this supports the hypothesis that The Place2Be’s 1-1 work is more cost-effective compared to CAMHS Tier 2-3 services

The outcome of the CAMHS service is from a small but fairly representative sample of CAMHS teams which submitted their outcome data to CAMHS Outcomes Research Consortium (CORC).
