4 Introduction Large, urban jails are very challenging assignments Good news and not-so-good news Overall the state of the Orange County Corrections Department is good.

16 BCC Actions on Staffing Issues In January 2007 BCC approved additional staff Further staff were approved in FY08 budget process Recruitment incentives and more academies and recruiting were authorized

19 Managing Large Jails De-centralized command presently in use The department has outgrown its present command structure Large, modern jails generally have a unified command structure

20 Organizational Structure Operations Realigned to accommodate agency growth Improved managerial over site with Senior managers on site 24/7 Command staff will become more familiar with entire department Policy implementation will no longer be fragmented

23 Other Issues In a growing community, jail growth is inevitable Managing the growth requires working with all local criminal justice agencies

24 Current Inmate Programs Over 25 programs active in the jail, including: –ABE/GED programs through the Orange County School Board (OCSB)‏ –Pre-Apprenticeship Training (OCSB)‏ –Four active ministry programs –Inmate Re-entry –9 programs for juveniles –Substance abuse for both men and women

25 Other Programs In addition we also have the state’s largest local government-funded Community Corrections program: –Probation –Pretrial Diversion –Alternative Comm. Service –Pretrial Services –Pretrial Release –Community Surveillance –Work Release

36 Master Plan We will be seeking an A & E firm to assist in the master plan for compound Expect to complete an RFP in Spring of 2008 Will utilize the “Kitchen Plan” CIP for initial funding Return in FY09 budget process for change request of that CIP Re-title with scope change Additional funding
