Agreement for Performance of Work (APW) An APW is a form of a contract between WHO and the contracting party primarily for: Undertaking studies/surveys; Undertaking pilot projects; Developing manuals and training materials; Engaging experts for development of guidelines/preparation of documents/ publications of specified nature required for strengthening national health care capabilities without direct supervision of WHO; Undertaking monitoring, supervision and management of project

Proforma for submitting APW proposals to WHO Basic Information - SO, OWER, RER, OSER, Product and Activity Name of Institution: Operational Officer/Principal Investigator: Address (with telephone no. and E-mail details etc.) Title of Activity Duration (start and end date)

TECHNICAL INFORMATION A- Justification : (a)- provide background of the proposed activity and state how it is justified in relation to the Work Plan, (b)- justify why this activity is the most appropriate method of achieving the results, and (c )- a brief note justifying the suitability of the Institute/APW holder Proforma for submitting APW proposals to WHO

B- Specific Objectives: Please state clearly as far as possible in “measurable “ terms, the immediate objectives of the proposed activity, show the relevance of these objectives to the programme area(s)/Work Plan, and identify the expected outcomes/outputs.

Important points to be noted when preparing APW Proposals are technically sound and are consistent with the approved work plan Institution/agency selected for the activity has the requisite infrastructure and personnel to carry out the planned work Proposals should be complete in all respects, duly signed and stamped by a competent authority and should also contain the details of an official bank account

Realistic budget estimate in local currency Complete budgetary details for the activity planned under APW Payee details – including complete address, telephone/e-mail, fax no. etc. Bank details of the institution: Name of the beneficiary: Name of he bank and Account No. Important points to be noted when preparing APW

If payment to be made under the agreement exceeds $15,000, an “adjudication report” (justify memorandum) must be prepared by the unit requiring the service.

Issues Retro dated proposals will not be allowed any more. Delay in receiving the signed APW Incomplete bank details Incomplete CVs/Institution profile

Funds are released in installments: 25% funds will be released on signature of the APW. An interim report and interim statement of accounts should be submitted within the given period to enable WHO to release the 2 nd installment. When submitting the Final Financial/technical report the balance will be released. Un-utilized funds remaining at the end of the activity must be returned to WHO within three months of completion of the activity. Important General Conditions

Status of 2008 Four APWs were issued from A/C funds. One final report was received and in WCO under process Seven APWs were issued under VC funds. Two Interim reports were received and in WCO under process.
