2 After introducing austerity measures in 2010 - underfunding of the health system - low wage level - poor working conditions - high migration flow - staff shortages - affecting the quality of the services Organising and Recruiting in the Health Care Sector in South-Eastern Europe 1) Framework conditions for organising and recruiting

3 From 2010 until now –14.000 doctors from 45.000 are left the country –20.000 nurses from 200.000 are left the country Only in 2011 16,500 doctors and nurses left Romania to get employed in other EU states 90% of the young graduate nurses are ready to go and work abroad in some facilities the deficit can be as high as 50% Organising and Recruiting in the Health Care Sector in South-Eastern Europe 1) Framework conditions for organising and recruiting

4 After implementation of the austerity measures 70% of the nurses have expressed their intention to work abroad –35% have already done –25% are still in the country to consolidate their CV –40% give up for personal reasons From 30% who do not intend to work abroad –31% have family problems –11% are afraid of the unknown or concerned job security –28% find it difficult to learn a foreign language –30% work part time Organising and Recruiting in the Health Care Sector in South-Eastern Europe 1) Framework conditions for organising and recruiting

5 Four important factors which contribute to the loss of membership –New legislation has taken away a lot of the union power –Mandatory member to regulatory bodies of the profession –Decentralization of health system –Yellow trade unions Organising and Recruiting in the Health Care Sector in South-Eastern Europe 1) Framework conditions for organising and recruiting

6 negotiate an annual 25% increase in wages until 2017 organising members in the social care sector recruitment plan for the existing 14,000 health workers employed in the private sector Identifying and solving members needs More involvement in the basic level Campaigns and promote positive results Organising and Recruiting in the Health Care Sector in South-Eastern Europe 2) Trade union strategies to recruit/maintain members
