4 Page 4 Key Program Components  CAI manages the competitive process and oversees the engagement process  Local team manages process  Managed Service Provider for Staff Augmentation  Web-based vendor management system (VMS) known as PeopleFluent  Access anytime, anywhere and information is stored securely  No other supplier, including CAI, has access to your information  View requirements, submit candidates, timesheets, and expenses  Suppliers provide the resources to perform IT Services to the State  Agency selects top performing resources through a competitive process  Resources perform work through contracts with the State

8 Page 8 Key Program Components  Electronic Right to Represent (E-RTR), to streamline candidate submission and supplier validation process  Template is located on contract web portal (http://nc.compaid.com)

9 CAI’s Role  Consult with agencies to understand initiatives and assist with creation of job requirements  Review and screen candidates to determine the five best available for agency consideration  Manage the offers of engagement  Administer PeopleFluent  Onboard and off-board IT Supplemental Staff  Maintain service desk for PeopleFluent users  Manage job titles  Tracking and reporting through the Quarterly Report cycles  Issue management  Reporting / metrics  Send weekly updates to supplier network  Provides suppliers with an opportunity to set recruiting priorities 9

10 Supplier’s Role  Maintain industry standards for technical screening of candidates  Perform pre-employment technical screening for quality control  Respond to PeopleFluent requirements when posted by CAI  Submit quality candidates that match the required/desired skills  Ensure that submitted candidates provide E-RTR to CAI  Ensure that engaged resources submit timesheets on time  Pay resources in a timely manner  Work with CAI to resolve any personnel issues  Pay attention to emails entitled “Peopleclick VMS Notification”  Notifications are sent to the person set as the Administrator for your organization  Requirement releases (Creation date is not the same as release date)  Updates on current requirements.  Urgent Requests for additional information/candidates  Information on upcoming needs 10

11 Agency’s Role  Make sure PeopleFluent job requirement is as detailed as possible  Provide a complete list of tasks and responsibilities  List all required/desired skills and corresponding experience levels  Note work week specifics (days per week, hours per week)  Provide the exact work location and specify any travel requirements  Conduct interviews in a timely manner after receiving the candidates  Select candidate for engagement  Allow candidate to start as soon as possible 11

12 Agency’s Role  Prepare for candidate’s first day  Procure space and equipment  Conduct a brief orientation session  Manage candidate’s daily tasks and performance  Ensure candidates meet deadlines  Approve time in PeopleFluent  Time approvers receive email alerts when approval is needed  Status reports can be attached to timesheets  Use the PeopleFluent system to complete scheduled candidate evaluations  Evaluations remain in PeopleFluent for future reference 12

13 Page 13 On-boarding Process  Suppliers and CAI Contract Managers ensure that resources selected for engagement complete all required on-boarding items prior to engagement start  Standard Criminal Background Check and eVerify form/Memorandum of Understanding  Required items may differ between agencies, depending on each agency’s policies  Once required items have been completed, they are provided to the Contract Manager and also uploaded into PeopleFluent  Items can be stored in PeopleFluent’s Compliance Manager and also provided to agency contacts  Whenever possible, the selected resource is walked-in by the CAI Contract Manager on the first day of the engagement

14 CAI Invoicing and Payment Process 14  Engaged resources enter time in PeopleFluent  State managers approve time  Supplier sends invoice to CAI for payment  CAI submits invoice to the State Agency  State processes invoice and submits payment to CAI  CAI distributes payments to supplier and sends the administrative fee to the State  Suppliers pay employees

15 Page 15 Next Steps  Contract go-live date is July 15, 2015  Ensure company paperwork is returned by July 10, 2015  Suppliers will be set up within the VMS system  If you have been provided with your login information, please ensure that you are able to access the system  If you are not able to access it, please contact CAI’s Vendor Management team as soon as possible (MSP_VendorMgmt@compaid.com)  Webinars for PeopleFluent training will be held July 8 and again on July 9 at 2:00 pm  A URL for the sessions will be sent to all attendees of the kick-off sessions  Contract web portal is located at http://nc.compaid.com  Portal contains information on contract and CAI processes  All task orders will be posted in PeopleFluent starting July 15
