2 Aviation Programs  Procurement Enhancement Program (PEP)  Minority Business Enterprise (MBE)  Woman-Owned Business Enterprise (WBE)  Small Business Enterprise (SBE)  Dayton Local Small Business Enterprise (DLSB)  Disadvantaged Business Enterprise (DBE)  Airport Concessions Disadvantaged Business Enterprise (ACDBE)

3 Disadvantaged Business Enterprise (DBE)  Funds are administered by:  Federal Transit Authority (FTA)  Federal Aviation Administration (FAA)  Federal Highway Administration (FHA)  DBE goals are set on any project that utilizes these funds  The Airport achieved 27.77% DBE participation on FAA funded contracts awarded in FY15

4 DBE Eligibility Requirements  Small business by SBA standards  Size standard depends on NAICS codes  Owner(s) personal net worth $1,320,000 or less  Gross receipts caps $23.98 million  Independent, continuing business serving a commercially useful function  For profit  In business one year

5 ACDBE Eligibility Requirements  An ACDBE is presumed to be a DBE, but a DBE is not always an ACDBE. It depends on work type.  In order to qualify, the prospective ACDBE must provide a good or service to the traveling passenger or provide a good/service to a business serving the traveling public at an airport.  Size standards may vary, but generally a company must not exceed $56.42 million in average gross receipts over a three year time period.

6 DBE/ACDBE Certification Process  This process has 5 steps and can take up to 90 days from the date all documentation has been properly submitted.  The Minority Assistance Center will give you further information on this process.
