Types of Revisions 1. Administrative Modification Minor changes within the admin modification procedures (Attachment 1) Approved by MPO (if delegated) or Caltrans (MPO without delegation) FSTIP admin mod approval is delegated to Caltrans 2. Amendment Major changes Includes additional requirements (public review, financial constraint, conformity, etc) FSTIP amendment public review is concurrent with the draft FTIP amendment Requires Caltrans and Federal approvals Caltrans Approval Time: 2-3 weeks

Administrative Modification Submittal Package (Attachment 2) 1. Cover Letter and language if programming additional revenue. This revenue must be available to the Region prior to processing the admin modification “This administrative modification adds programming capacity in the amount of $_____that relies on the State’s federal programming capacity. Our next amendment will update the financial information to reflect actual funding to support the added programming capacity” 2. Summary of Changes 3. Project Listing

Amendment Submittal Package (Attachment 2) DRAFT FTIP Amendment Public review period – concurrent with the FSTIP – link to FSTIP PPP Review as “member of the public” Review proposed programming of new projects Revisions are consistent with state and federal programming guidance Final Amendment 1. Cover Letter 2. Approved Copy of Board Resolution or Cover Letter signed by the board-designated MPO Official certifying that amendment: a. Consistent with federal planning regulations, RTP, and PPP b. Financially constrained c. Complies with applicable AQ standards d. Doesn’t interfere with timely implementation of TCM contained in the SIP 3. Summary of public comments and MPO responses during PPP 4. Summary of Changes 5. Project Listing 6. Updated Financial Summary Tables
