2 Alien Act p309 Alien Friends Act Authorized the president to deport any resident alien considered "dangerous to the peace and safety of the United States.” Aimed at French sympathizers Alien Enemies Act (still in effect) authorized the president to apprehend and deport resident aliens if their home countries were at war with the United States

3 Sedition Act p309 Sedition Act made it a crime to publish "false, scandalous, and malicious writing" against the government or its officials Reaction to Sedition Act Jefferson: Unconstitutional!! First Amendment Tenth Amendment No Judicial Review yet (M v M in 1803) – thus, exercise of “undelegated powers” by Feds

4 XYZ Affair p309 Was an incident between the French and the US. Ambassadors went to France to talk out the Issues they were having during the Quasi-War (unofficial war of the water) Three French agents demanded $250k bribe from the Americans, $12 million loan to help French fight wars and public apology just to let Americans see French foreign minister Americans went home, instead Adams did not mention names when the public was told about the event. They just called the agents XY and Z

5 Navy and Marines The U.S. Navy, Marines, and Coast Guard were established in 1798. To help fight any war we might have with foreign countries

6 KY and VA Resolution p310 These resolutions were written in response to the Alien and Sedition Act. Was the First attempt by States’ Rights Advocates to impose the rule of Nullification. They felt that since the government was created by states that they could nullify laws that they felt exceeded the power of the federal government. Written by Jefferson and Madison (Democratic-Republican)

7 Move to Washington DC Washington was in office: 1 st Term New York City and 2 nd Term Philadelphia Adam’s was president in Philadelphia The Capital was being built during this time. Jefferson was the first to serve in Washington. (1801)

8 Library of Congress The Library of Congress was established in 1800 This was to hold books that belonged to the government or anything that had or would be used to govern the United States. Adam’s Signed off to have it built in the Capital in 1800

9 Split of the Federalist p.311 The party split over negotiations with France during President John Adams’ administration, though it remained a political force until its members passed into the Democratic and the Whig parties in the 1820s. The party made a lasting impact by laying the foundations of a national economy, creating a national judicial system and formulating principles of foreign policy.
