Articles of Confederation 1 st form of federal government Weak federal government, left most power with the individual states. States acted as individual nations, only concerned with their interests. Federal Government could not Tax, could not regulate trade.

Nationalist Ideas Wanted a strong federal government. James Madison – Virginia Convention1786 – Only 5 Delegates from 5 states showed up.
