4 What is a republic? Government rests in the hands of the people “How much power should the government have? Fear of Tyranny – No consent to Govern.

6 United States after the War of Independence

7 Articles of Confederation 1 st form of federal government Weak federal government, left most power with the individual states. States acted as individual nations, only concerned with their interests. Federal Government could not Tax, could not regulate trade.

8 Nationalist Ideas Wanted a strong federal government. James Madison – Virginia Convention1786 – Only 5 Delegates from 5 states showed up.

10 Virginia Plan Federal Government would: – Make Laws that states would be bound to follow – Tax – Regulate trade – Consist of 3 branches: Legislative, judicial, executive – Two legislative branches Based on population

12 Compromises Great compromise “Connecticut Compromise” – House based on population/ senate was equal representation 3/5’s compromise – Slaves counted as 3/5’s of a person
