1
AN OPPORTUNITY TO COLLABORATE WITH GOVERNMENT 20 AUGUST 2015 Background on GR inviting Third party inspection in NRDWP
2
Background Water is state subject in Constitution Role of Centre is prominent in policy and fund allocation Centre allocates fund but state is implementer NRDWP : National Rural Drinking Water Programs It has central database of habitation information, coverage data, ongoing scheme, sanctioned scheme, financial and physical progress report of scheme Data is neither complete nor comprehensive Poor monitoring and evaluation
3
Problem description NRDWP aims to achieve 90 % house hold coverage by piped water supply at 2022 Rate of increase coverage is gradual not steep Major hurdle is occurrence Slip back villages Scheme failure may be technical, social-economic, administrative, policy Important to identify cause of failure Monitoring and evaluation is essential Third party technical inspection of rural water supply schemes is being made compulsory. Government of Maharashtra has enable this by the GR
4
Goal of NRDWP
5
NRDWP work : Fund distribution Sr n o Type of work% of total fund State : center share Example activity 1NRDWP (Coverage)3050:50Household connection, New scheme 2NRDWP (water quality) 2050:50Upgrading WTP 3NRDWP (sustainability) 200:100Building K T weir, check dam 4NRDWP (DDP areas)100:100Any activity in Deserted area 5NRDWP (Natural calamity) 50:100Flood,drought 6NRDWP (Support)50:100R & D, Monitoring and evaluation 7NRDWP(Incentive fund) 100:100Based on performance
6
Stakeholders Involved in NRDWP 1. CEO,Zila Parishad 2. Implementation agency (Zila parishad, Panchayat samiti, Gram panchayat) 3. Technical agency(MJP,RWS,GSDA) 4. Beneficiaries (Household) 5. Contractor 6. Third party technical inspection agency
7
Appoint independent agency Possible candidates are Government Engineering Colleges Government IIT institutes Quality and Monitoring Team of MJP(also involved as technical agency in many scheme) Other government organizations Selection: Will be done by The implementation authorities, with approval from CEO, Zilla Parishad
8
Urgent Need for Improvement Hinges on Need third party technical inspection Central Government sponsored (Almost 75%) NRDWP is being conducted in the state Technical problems like low pressure and water quality issues Government of Maharashtra needs to Cope up with Rapid urbanization : Big villages and newly developing semi-urban villages(Census town) Implement new schemes and increase capacity of older schemes each year Gather incentive fund
9
Objective of third party technical Enhance efficiency of regional systems planning, implementing, and monitoring. Raise the work standards of rural water supply schemes Reduce stress in water quality-affected and drought affected areas. Increase number of domestic pipe connections(30%) Guarantee permanent water supply with sufficient pressure and minimum quality
10
Guidelines for Methodology Should happen at least twice in life cycle of project First Round - After completion of 20 to 30 %of work Second Round – At completion of 60 to 70% of the work Design of methodology is also deliverable Should evolve with time by participatory approach
11
Guidelines for Methodology Define Success Indicators with objective To understand movement / progress of implementation of RWS schemes To review progress of schemes (to measure the impacts Success Indicators should be of two types a. Funds based Success Indicators. b. Other Success Indicators.
12
Duties of independent verification agencies To conduct third party technical inspection for RWS schemes, as instructed by the CEO, Zilla Parishad To independently verify objectives defined for rural water supply schemes To regularly verify accuracy and quality of achieved Success Indicators on document and physically
13
Scope of work by verification agency Develop methodology of third party technical inspection Review Technical and physical progress of the scheme and suggest improvements Verification of Achieved Success /Reimbursement Indicators of water supply scheme. On-site inspection and verification of primary information and proofs provided
14
Task Involved Data collection : DPR, Maps, census. Field visit for inspection or verification Technical analysis : Hydraulic simulation, GIS representation, Water quality testing, Stakeholder interaction : Group discussion, key person interview Structural Documentation of As it is and to be situation Short and long term recommendation
15
A. Basic step involved NRDWP Project Single- village schemes Multi- village scheme Source strengthening School PWS Key requirements: quality, quantity, capital and running costs, social arrangements Design, implementation and hand-over Meeting specifications and needs Socio-economic and technical sustainability M Tech M tech
16
B. Methodology development Evolving unit steps for all types of rows Annual Action Plans and regional and financial sampling scheduling Aggregation of assessment reports and preparing regional report. Making recommendations on regional solutions, good and bad practices These activity will be done through TDSC
17
C. Sub project for Tool development GIS and planning tools Simulation and design tools Village interaction protocols Delay analysis protocols Quality monitoring protocol and cost calculation protocol for unit civil structure (Bore well, Dugwell, Dual solar pump, Pipe laying, Jackwell,ESR) These sub project can be offered as B Tech project
18
Possible M tech project Taluka-level Evaluation – Framework and Execution Policy documentation and Analysis for NRDWP Gram Panchayat level status and Security Plan Rural Drinking Water Security: A Framework of Regional planning Developing Monitoring and evaluation Framework for civil work under NRDWP Technical & socio-economic analysis of drinking water supply scheme : Case study of one Gram panchayat Single village scheme (Aznup in shahpur Taluka ) Multi village scheme (1 ongoing manor in Palghar Taluka) Regional rural scheme (1 ongoing bada pokharan in Dahanu Taluka) Technical & socio-economic analysis of Non-PWS (borewell, Dugwell,School PWS,Dual solar pump): Case study of one Gram panchayat
19
Similar M tech project
22
Possible stage of project 1. Literature review to clearly define topic 2. Policy study and institutional framework – activity mapping 3. Data collection and interaction with stakeholder : census, NRDWP data, Annual action plan,96 column data 4. Sampling the data :developing a strategy for sampling and ground verification 5. Analysis and conclusion 6. Report and recommendation
