2 ACTIVITIES Since March 2008, Paraguay presides COSAVE´s Directive Committee. November 2007, Council of Ministers approved a new COSAVE´s biannual Working Plan Studding the possibility to fix Headquarters. March 9th 2009, twenty years of formal activity

5 ACTIVITIES Interest in regional coordinated phytosanitary actions. Continue to look for common positions for comments to ISPMs and CPM issues. Continue to produce regional technical documents to support NPPOs negotiations.

6 Common positions for comments to ISPMs Multilayer system for preparation of comments Ad Hoc Working Groups on: Fruit Flies, Analytical Methods and Procedures and Quarantine Issues Followed by consideration the IPPC Issues Ad Hoc Working Group. Finally approval by consensus or not by the Directive Committee.

7 Common positions for CPM issues - On the feasibility to operate a recognition system for pest free areas. - On preclearance.

8 Regional transparency All COSAVE member countries call for public comments to draft ISPM´s through their Web Sites Participation is low and mechanisms to increase it are encouraged through other activities of the Work Program.

9 ACTIVITIES Support to IPPC standard setting activities During 2007: 25.000 U$S Partial or total financial support to delegates to the SC, TPG, TPDP, TPPT and TPFQ Till August 2008: 25.600 U$S

10 ACTIVITIES FAO Workshop on draft ISPMs, held in Santiago, Chile, 20- 24 August 2007. Preparing proposals to look for financial support for training activities to inspectors on the application of ISPMs and to lab capacity building.

11 Organized jointly with USDA/APHIS and SAG in Santiago. For participants from all COSAVE member countries. Expert: Dr. Edwin Civerolo Well assessed by the participants and with impact on regional diagnostics capacity. Regional Training on Xylella fastdiosa diagnostics for grapes (Santiago, Chile, April 1-3, 2008)

12 ACTIVITIES Regional standards ERPF 3.16, version 1.1.1, Guidelines to establish the list of the main regulated pests for the COSAVE region. The list is under review. Regional diagnostic on ISPMs implementation Interesting results identifying areas of common concern and possible regional activities.

13 ACTIVITIES Joint project with the regional research net (PROCISUR) on “Impact of the Variability and Climatic Change on the vulnerability of crops to the main regulated pests for the Southern Cone of America”. Workshop on the impact of ISPM´s on family growers. Joint activity with the regional net of family growers (REAF). With the objective to build capacity to participate in the mechanisms of setting and applying ISPM´s

14 ACTIVITIES WORKSHOP OF THE SEED ASSOCIATION OF THE AMERICAS ON PHYTOSANITARY ISSUES AND IT REGULATION IN INTERNATIONAL TRADE Objective: To adequately understand phytosanitary regulatory programs of SAA member countries.

16 COSAVE activities related to databases management Inspectors authorized to sign phytosanitary certificates database. Reviewed to include 3 signatures of each inspector. Inclusion of other countries inspectors. PRA database. More than 800 PRA´s. Supports the list of main regulated pests for the COSAVE region.
