ASF in Poland and Baltic countries 2014 - 2015 2

ASF Strategy for the Poland and Baltic countries 3 Harmonised measures concerning wild boar and pig herds Classification of pig farms Minimum biosecurity requirements Inspection and investigation regime Sampling for laboratory investigations Relevant terms and definitions for wild boars Main strategic points for feeding and hunting Sampling of wild boar Removal of wild boar carcasses Continuous awareness campaigns

ASF cases in Poland 4 85 cases, 3 outbreaks – (until the 22th of January 2016) Probably ASFV has been introduced to Poland by migrating wild boars coming from Belarus. All (in total 3) ASF outbreaks occurred in backyard pig holdings which did not respect any principles of biosecurity!!!

zone I zone II zone III Occurrence of cases and outbreaks in 2014 and 2015 31 st December 2014 31 st December 2015

ASF cases in Lithuania First wild boar outbreak – 2014 January 24 First domestic pig outbreak - 2014 July 24 2014 Domestic pigs - 6 outbreaks Destroyed – 19228 (19217 in commercial farm, 11 in backyard farms) pigs Wild boar - 76 positive animals (45 cases) (54 dead; 22 hunted) 19 counties affected 2015 Domestic pigs - 13 Outbreaks Destroyed - 54 pigs Wild boar - 132 positive animals (111 cases)(59 dead; 73 hunted) 19 counties affected 2016 Domestic pigs - 0 Outbreaks Destroyed - 0 pigs Wild boar - 24 positive (22 cases) animals(10 dead; 14 hunted)

Biosecurity measures  National rules for commercial (more complex) and non-commercial farms approved by director of SFVS Farms are inspected only by official veterinarians:  Commercial farms four times a year,  Non-commercial farms are inspected in radius of 3 km around commercial farms Biosecurity measures are: A fence around the farm; Changing of working clothes and boots entering the farm, showering; Disinfection matts at the entrance to the farm; There must be showers used before entering and leaving the farm (for commercial farms); Prohibition to bring food into the farm; Prohibition to use food waste for feeding of pigs; Registration of visitors; It is an obligation to commercial farms to prepare and have a contingency plan; List of workers which can enter the farm; The transport which entering the farm must be disinfected, the driver cannot enter pig keeping premises; Prohibition to use feed for feeding without heat treatment, the bedding used must have been stored for at least 3 months; Prohibition to keep pigs outside and etc.

Economic Impact SFVS has examined costs for eradication of an outbreak of ASF in small non-commercial farm (2 pigs). The territorial SFVS spent 4860 EUR for: labour costs, transport costs, overhead costs, additional costs for materials; District municipality spent 3682 EUR for: disinfection barriers, unforeseen work at the place of outbreak, production of information signs, food and water supply for people who were involved in the eradication process, rent of an additional vehicle (excavator) for works at the site of the outbreak; County Police Headquarters spent 6198 EUR for the protection of the site of the outbreak, keeping watch on road posts; Expenses incurred by all the institutions, which were involved in the eradication process, amounted to 14740 EUR.

Biosecurity measures Detailed biosecurity measures on pig farms laid down by national legislation are in force since 18.07.2014. Biosecurity measures involve the following practices and requirements on all pig farms: - developing own farm biosecurity plan; - keeping of animals indoors, preventing access of wild and stray animals to farm premises; - keeping away carcases/organs/ of wild boars and possibly contaminated materials and equipment; - disposal of carcases and by-products in a proper way; - prohibition of swill feeding and green forage; - keeping of incoming animals separately according to the biosecurity plan;

Biosecurity measures - regular cleaning, disinfection, disinfestations, rodent control on animal premises and feed stores; - disinfection of footwear on entering/ leaving premises; - staff is provided with protective clothing and footwear used only on the premises concerned; - limited access of people to premises, protective clothing and footwear for visitors required, visitors are registered; - hygiene requirements for the staff and visitors - cleaning and disinfection of hands and footwear. - the number of farms conforming with the requirements - 77%.

ASF cases in Estonia First outbreak of wild boar – 02.09.2014 First outbreak of domestic pig – 21.07 2015 2014 Domestic pigs – no outbreaks Destroyed – no destroyed pigs Wild boar – 1056 tested / 73 pos (9 dead; 64 hunted) 4 counties affected 2015 Domestic pigs - 18 outbreaks Destroyed – 22 264 pigs Wild boar – 9562 / 1095 (685 dead; 410 hunted) 12 counties affected 2016 Wild boar – 4082 / 356 (138 dead; 218 hunted) 12 counties affected

Hunting, feeding 20 According to the decree of Envirnomental Board: Baiting not allowed 01.10.2015-30.04.2016 Hunting from hides – baiting 100 kg per slot, on the fround 10 kg of feed) Driven hunts are allowed ( it was not allowed since autumn 2014) Hunting bag of wild boar was increased to 29 600 wild boars during the hunting season (previously ca 20 000 wild boars) Lately was made a decision on the aim of wild boars population density: 1.5 individuals per 1000 ha of hunting grounds throughout the country (including the islands) by the end of the 2017/2018 To keep this population density as long as the whole country has been declared free of the ASF

Preventive/control measures (1) 21 Latest issue came into force 01.09.2015 Additional biosecurity measures  Pigs must be kept inside, territory of the farm is surrounded by fence  Bedding must be stored 90 days before using in a way that it will not be contaminated (wild boars, humans)  Animal keeper must not bring any green fodder to the territory of the farm  Feed must be heat-treated or be stored 30 days in a way that it will not be contaminated (wild boars, humans)  Biosecurity plan

Preventive/control measures (2) 22 Measures to be applied in the areas listed in Commission Implementing Decision 2014/709:  Home slaughtering must be notified to Veterinary and Food Board 48h before slaughtering  Hunters must notify about all shot/found dead wild boars to Veterinary and Food Board

Preventive/control measures (3) 23 Awareness campaigns  Leaflets in 2 languages – posted directly to farmers  TV, radio, press notices  Special webpage http://www.agri.ee/et/seakatkhttp://www.agri.ee/et/seakatk

Costs of ASF 2015 24 Market value of the culled pigs Pig feed Equipment Packing material Slaughter / culling Cleaning, desinsectisation and disinfection Transport and destruction of feedingstuffs and equipment Transport and disposal of carcasses Purchase of services for wild boar carcass collection (Hunters association) Laboratory testing –ELISA Additional laboratory equipments Sampling Purchase of refrigerator for keeping carcasses TOTAL – 3 040 518 EUR EU compensate 75% of the costs

Preventive/control measures (4) 25

Challenges Destruction of carcasses 27 Destruction of carcasses vs capacity of rendering plant  Capacity 50 tons  Need to destroy 350 tons from one farm How? When?
