3 Introduction Purpose and Scope To provide a big picture of JEM PAYLOADS reduction plan from console. Goals To shift JEM PAYLOADS from console to offline for planning and preparation. Objectives To promote streamlining on JFCT structure. To simplify real time operation conforming to utilization era. To strengthen planning and product preparation for utilization operations.

6 New Console Staffing Concept Most of real time operation work done by JEM PAYLOADS is transferred to J-Flight. J-Flight directly controls rack officer for real time payload operation. No change of responsibility of Rack Officer except direct coordination with J-Flight. J-PLAN and Payload FCT might be expected in case J-Flight is tied up. J-PLAN will directly cover payload real-time planning as JEM PAYLOADS does. Offline payload team supports console J-PLAN instead of console JEM PAYLOADS. (STP, E-3, E-1, PPCR) Maintain support for POIC as we did except For real time coordination with POD, J-Flight takes care. J-Flight will use JEM PAYLOADS/POD loop when coordinating with POD as JEM PAYLOADS does. CANSEI, FLAT, J-PLAN will not change their staffing.

7 Strengthen Offline Support In order to accomplish fruitful science and operation, offline support should be built up for console support. With reference to PREP team in POIC, similar team is thought to be established. Member Lead JEM PAYLOADS Lead JPOC (or JPOC representative) Lead Rack Officer (or their representative) Representatives for Exposed Payload Officer, HAWK-I, PLGSG OP, as needed. 8x5 staffing For action necessary during weekend or holiday, handle them in advance or later chance of timeline review. Scope Overall planning management from WRP Input to E-3 – WPR Input, WLP review, STP review – JEMCR coordination for planning change by E-3 E-3/E-1 review in advance unless Rack Officer is on console. JEDI message, R/T ODFCR, File Transfer Request input and coordination Reference information input to console for real time operations.
8
8 Plan In addition to weekend and special holiday, some weekdays will also be off console starting in Increment 35. off console during orbit1 and orbit2 (7:00 to 23:00 GMT). on console during orbit3 (Tsukuba day time shift). POD and POIC will be informed when JEM PAYLOADS is off console for weekday. JEM PAYLOADS will be off console even JAXA payload racks are in active. Aiming low stress science operation period, such as … Monitoring only science like PCG. Well experienced science like Marangoni. Routine or simple crew task. (IPU VRU HDD R&R.) JEM PAYLOADS evaluate the real-time operation at MCR or UOA To monitor and evaluate process and execution of nominal operation. Voice loop is also being monitored. Could support Payload FCT and JFCT with their request.
9
9 Plan (Continued) Simulation to evaluate process and execution in anomaly and emergency situation will be conducted in parallel. Coordination of OIP update may start later in this year. Throughout some weekdays off console and simulation, OIP update proposal will be made. Coordination will be made via e-mail and POIC/SSIPC telecon. Evaluation will be made after some weekday off console as well as simulation whether the operational quality and experiment opportunities are maintained.

11 Questions for building efficient operation structure Several questions are listed from the next page.
12
12 Questions to POIC Cadre There are some question regarding POIC payload planning and operation with PREP team. Some questions for ground command and monitoring system are included. Cadre team building Structure, roles & responsibilities, staffing, How many people is on console per shift/position? How many people are certified for each position? Is there anyone who has two or more console position? Is current staff enough to operate many payloads simultaneously? Need more people or position? Less number of people could operate them as you did now?
13
13 Questions to PREP team PREP team building 8x5 staffing What is the structure (Integrated POD, PPM, …) How many people joined PREP room and its facilities Scope of PREP Covering up to E-3? How to communicate with console and user/PD? How do you manage, control and implement request change? Lessons Learned What is benefitial? What is difficulty for managing PREP? What should be considered making PREP?
14
14 Questions to Ground System Team Commanding How do you manage and share commanding from remote center, PI or user? Any command can be set from the remote center once PRO activate its experiment payload.(DECLIC, SpaceDRUM, HREP, etc) Do you have a capability to send command automatically? What is the method? How do you verify before implementing to operation? Is there any requirement on commanding system in remote center? Does POIC verify or certify that system before implementing to operation? Telemetry monitoring For telemetry termination or out of expected range, is there any sound or popup when it occurs? Or just watching telemetry periodically? For malfunction, is associate procedure or command script called out automatically?
15
15 Questions to Cold Stowage Operation team JEM system provides cold stowage function for transferring and stowing cold samples onboard. SSIPC would like to know your lessons learned from operation of many cold stowage such as MELFI, Glacier and so on. Is desiccant necessary onboard? How often is it replaced? Do you usually ask crew to defrost cold stowage? How long do you need to dry out DCB after launch? Is there any periodic checkout/maintenance required for cold stowage? Is there any special attention for planning and real time operation regarding cold stowage? What kind of function do you think the cold stowage should have for operation? What kind of function do you want for current cold stowage, such as MELFI, DCB, and so on? Is there any difficulty you found for cold stowage operation?
