B. Who are the marginalized groups? Poor people - women, youth and children Sick people, People Living with HIV/AIDS (undocumented) Migrants Drug users Sexual minorities OVCs, homeless people etc. etc.

C. How to reach them? Sector-Wide Approach (SWAp)- health Basic health-care services incl. reproductive health, basic nutrition and safe drinking water: ** Strengthening health systems (local and district level) ** Poverty related health problems (ATM)

Aids a multi-sectoral issue: a challenge to reach marginalized groups Political commitment is limited Sexual and reproductive health and rights under pressure Stigma and discrimination Many stakeholders, lack of coordination Aids is eroding capacity

D. What lessons can be drawn? Marginalized groups are hard to reach via national programmes; Special efforts are required: invite, listen and enable them to participate in policy and decision-making (eg. GIPA) funding, capacity building of NGOs

Marginalized groups are not part of the problem but part of the solution!
