2016 Teacher Leader Summit 11 The 2016 Louisiana Educator Summit will bring together 4,000 educators and content experts from across the state to share their knowledge, learn new skills, and prepare for the upcoming 2016-2017 school year. Cohort Graduation Indices: Graduation Rate 14 Louisiana Believes Two indices are used to calculate 50% of the school performance scores for high schools. The indices use the same graduation cohort to determine a graduation rate index and a strength of diploma index. The graduation rate index (25%) uses the rate, which is the number of students who graduate with a regular high school diploma in four years, divided by the total number of cohort members. Cohort Graduation Indices: Strength of Diploma Index 15 Louisiana Believes The strength of diploma index assigns points to students based on their exit status. The points of all cohort members are averaged to produce the index. Quality of Diploma (Graduation Index): Student Results (2013-2014 Graduates)Points Awarded HS Diploma plus* (a) AP score of 3 or higher, IB score of 4 or higher, or CLEP score of 50 or higher; OR (b) advanced statewide Jump Start credential *Students achieving both (a) and (b) will generate 160 points. 150 HS Diploma plus* (a) at least one passing course grade of the following type: AP**, college credit, dual enrollment, or IB**; OR (b) basic statewide Jump Start credential (all historical IBCs accepted through 2016-2017) *Students achieving both (a) and (b) will generate 115 points, if the passing course grade for option (a) is earned in a TOPS core curriculum course. **Students must take the AP/IB exam and pass the AP/IB course to earn 110 points. 110 Four-year graduate (Includes Career Diploma student with a regional Jump Start credential) 100 Five-year graduate with any diploma* *Five-year graduates who earn an AP score of 3 or higher, an IB score of 4 or higher, or a CLEP of 50 or higher will generate 140 points. 75 Six-year graduate with any diploma50 HiSET/GED25 Non-graduate without HiSET0

Cohort Graduation Data Review 16 Louisiana Believes Data Certification: Purpose Each year, the LDOE provides an opportunity for districts and schools to review the data used to calculate the cohort graduation indices and submit evidence for audited accountability codes. The data certification period for review of data from the 2014-2015 graduation cohort will be open in mid-March. An online system provides student rosters that include important data, such as enrollment/exit data for students recorded in the Student Information System (SIS); course data for students recorded in the Student Transcript System (STS); test results from Advanced Placement, International Baccalaureate, and CLEP; and Jumpstart/Industry Based Certification from Career and Technical Education system (CATE). Data Certification: Online Review System Rosters are distributed via the MMCS web-based system known as Louisiana Data Review. Accountability contacts will receive an email with user ID, password, and user guides; distribute rosters to schools for review; and request data changes using individual student edit screens within the system. Preparing for Computer-Based Tests In order to prepare for the ELA and math computer-based tests, or the social studies field test, two additional tools were made available in eDIRECT on February 18, along with related user guides: Testing Site Manager (TSM): Districts should install the operational Testing Site Manager (TSM) and perform all initial tests using the tools provided in the eDIRECT site. INSIGHT: If districts have already installed INSIGHT in order to access the Online Tools Training (OTT) and practice tests, only an update in configuration is required prior to accessing the operational assessment.

Test Security Reminders Training All staff involved in testing must be trained in test security prior to assessment day. Test security training information for paper-based and computer-based testing can be found in the Assessment Library.Assessment Library Monitoring Bulletin 118 requires all LEAs to have a plan to monitor all sites during testing. Assessment Library Alternate Testing Environment Forms The 2015-2016 Permission to Test in Alternate Environment form is available in the Assessment Library.2015-2016 Permission to Test in Alternate Environment Assessment Library Forms are due 30 days prior to testing in the alternate environment. Forms should only be submitted if – more than 40 students are testing in a single testing setting; or – students are testing offsite.

Practice Tests Grades 3–8 math and ELA paper-based practice tests are now available on the Practice Tests page.Practice Tests page Scoring Guides Each grade level’s practice test includes a separate scoring guide. Scoring guides include keys, alignment to standards, rubrics, and other scoring information. Practice Test Guidance documents for math and ELA are now available on the Practice Tests page. Online Practice Test Resources Online tools training (OTT) and practice tests for grades 3–8 ELA and math are now available in the INSIGHT testing platform. Students and teachers should use the OTT and practice tests to provide opportunities for teachers and students to become familiar with INSIGHT and the online testing tools (e.g., highlighter, magnification). Additional resources have been provided to further support LEAs in their administration of the online test either this year or next: Guide to Administering and Scoring the Online Practice Tests: Defines the steps LEAs should take to provide an authentic practice of the online practice tests for teachers and students. These steps are also required for the operational assessment. Guide to Administering and Scoring the Online Practice Tests: Online Test Preparation Webinar: The Department offered two webinars for district and school test coordinators, school leaders, and teachers to further support schools in preparing for online test administration. Nonscholarship and Tuition Donation Rebate (TDR) Students at Nonpublic Sites Nonscholarship and TDR students may participate in LEAP Spring 2016 for a fee. Total cost per student is $50–$25 to receive materials, $25 to score/report. In order to participate, the following steps must be completed: Submit a participation form by noon on April 18, 2016. Request additional materials by 11:00 a.m. on April 19, 2016. Follow standard materials receipt and return procedures; ensure 997 labels are applied. Submit payment by deadline. Unpaid estimates should be remitted as soon as possible. Payments should be sent directly to the finance department at the following address with “ACT” on the memo line of the check: Louisiana Department of Education Division of Appropriation Control P.O. Box 94064 Baton Rouge, LA 70804-9064 Due February 8, March 7, April 4, and May 9: Districts opting for installments of 75% of the estimated cost for ACT, WorkKeys, and/or EXPLORE testers should send payments directly to the finance department at the address listed above. If the February payment has not been submitted, please send it with the March 7 payment. Districts will receive reconciliation invoices after testing is complete, indicating one of the following: – Overpayment to be refunded to the LEA by LDOE no later than July 30, 2016; or – Outstanding balance to be paid by the LEA to LDOE due no later than July 15, 2016 ACT Memorandum of Understanding Invoicing Option

Submitting ACT Makeup Orders Directions ACT State and District Testing: Makeup ACT Orders After initial testing is complete on the ACT test, district test coordinators must order paper test materials for examinees who need to test on the makeup test dates. DTCs should submit ACT makeup test orders through PearsonAccess next.PearsonAccess next To access a list of action steps for ordering makeup tests, click here.here DTCs should not keep test booklets from initial testing for the makeup test date. The makeup tests require different test booklets, which will arrive as part of the makeup shipment. Deadline for Makeup Orders The deadline to order makeup materials for the ACT is March 2 at 5:00 p.m. (CT). Due to the shipping timeframe for test materials, ACT cannot accept makeup orders after this deadline.
