1 1 MICE RLSR Summary of Issues Relating to Question One of Review charge ‘ Given a resource-limited, year-by-year schedule for the project, how reasonable are the assumptions taken with technical issues. What is the sensitivity to funding profiles and to the availability of qualified personnel. Is the critical path clearly defined, with the major risks associated with the technical/resource issues and the steps that the Collaboration intends to take to mitigate these risks clearly set out?’ Andy Nichols, STFC, 7/5/13

2 2 MICE RLSR Summary of Issues Relating to Question One of Review charge Technical R&D risks and their mitigation appear to be well understood and described; most are carried by the US project But not all can be retired conclusively before the ‘construction project begins US plan has made realistic first pass at assessing the schedule and cost implications if they might materialise The definition of the construction project as a discrete activity, with its own project office is welcome It presents an opportunity to form an advisory/technical Board, that is better matched to the evolving project’s technical needs But the relationship with and the lines of communication with the MICE Collaboration must be clearly defined and agreed from the outset

3 3 MICE RLSR Summary of Issues Relating to Question One of Review charge The UK budget has no explicitly stated contingency, other than the use of the Aug shutdown to complete Step IV construction; any contingency is not UK MICE’s responsibility Shortage of key skills is a critical issue: Integration and beamline physicists Component integration engineer Hall Manager Operations team Some funding is in place for these, but beware of time taken in admin. to fill the posts Building technically-critical teams from fractional FTEs is necessary, but wrong They inevitably come from several institutes (which is good) But are under pressure from other projects MIPO might achieve some autonomy
