Data Stewardship and Data Standards Practices Pacific Northwest Aquatic Monitoring Partnership (PNAMP) Prepared for: USBR Tech Transfer Meeting Jennifer M. Bayer, PNAMP Coordinator (US Geological Survey) September 4, 2008

PNAMP Mission Statement PNAMP provides a forum to enhance the capacity of multiple entities to collaborate to produce an effective and comprehensive network of aquatic monitoring programs in the Pacific Northwest based on sound science designed to inform public policy and resource management decisions.

PNAMP Objectives Provide a technical forum to develop, coordinate and inform monitoring and evaluation programs Provide a forum for communication with decision makers Be a clearing house for sample design, protocol development, and data management activities Provide process to establish landscape/ ecosystem metrics

Monitoring Information Delivery: Question to Answer Question Asked Question Asked Question Answered Question Answered High-level Indicators Data Gaps Prioritization Management Questions Information Curation Dissemination Management Action Information Needs Monitoring Objectives Monitoring Methods Monitoring Data Flow Analysis PNAMP is an example of a user community working towards data management from “subject matter expert” perspective

We must: Identify monitoring goals and information needs Identify core data elements Develop common data dictionary for core data elements Describe set of data collection (& analytical) protocols Use a core set of data QA/QC practices Use standardized data formats and requirements Use standardized metadata requirements Allow communication among centralized databases Data Management is Fundamental to Monitoring Coordination  Regional Information Management Executive Summit - October 2, 2007 Develop ‘oversight’ committee to provide infrastructure for data management strategy

PNAMP Current Emphasis Monitoring DesignMonitoring Design demonstration of GRTS-based “master sample” approach in the Lower Columbia River ESUdemonstration of GRTS-based “master sample” approach in the Lower Columbia River ESU Protocols/methods Protocols/methods Development of a Monitoring Terminology Glossary and Protocol LibraryDevelopment of a Monitoring Terminology Glossary and Protocol Library Review/development of methodsReview/development of methods Monitoring data management Monitoring data management Assist with the advancement of a regional environmental information management strategy and frameworkAssist with the advancement of a regional environmental information management strategy and framework Policy/programmatic coordination Policy/programmatic coordination Participating in the development of regional High Level Indicators (HLIs) Participating in the development of regional High Level Indicators (HLIs)

PNAMP Protocol Tasks Development of a protocol Development of a protocol creation and management tool (Protocol Manager) Tool, Content, OrganizationTool, Content, Organization Development of a protocol library Development of a protocol library Provide common elements and term definitionsProvide common elements and term definitions Intent is to influence development and use of protocols and approach to monitoring activitiesIntent is to influence development and use of protocols and approach to monitoring activities Development of regional protocol standards Development of regional protocol standards

PNAMP Protocol Tasks  Fish population monitoring techniques  Watershed assessment (habitat) techniques  Estuary monitoring  Effectiveness monitoring  Data management protocols Protocols under review

Regional “High Level Indicator” coordination & refinement of information needs Emphasize relevant data collection methods Complete ongoing projects New tasks – funding opportunity in FY09 Tech Transfer: tool development, deployment, training  Recommendations to PNAMP partners Next Steps
