SUBSIDY / AWARD LIMITATIONS Maximum Grant Request Amount: $350,000 per application Per Unit Subsidy: $25,000 maximum Program delivery + Administration + ER = Cannot exceed 20% of CDBG Award

2015 CDBG OOR UPDATES Changes to the application policy and forms from Round 2 Formatting. Threshold Checklist within Application Forms and Policy Clarified language regarding Religious and Faith- Based Organizations Clarified that the $25,000 per unit subsidy limit pertains to the rehab, construction, line item only. Relocation option has been taken out of the budget. If a project needs Relocation funding, they can submit a budget modification to do so. Environmental Review is due at application submission No new scoring documentation may be submitted after application submission.

2015 CDBG OOR UPDATES CONTINUED… Some changes to score: ‐ Overall maximum score from possible 108 down to 98 ‐ Threshold Minimum Score is 60 down from 70 Constituency Served- It is now possible to earn points for serving various AMI levels, previously points were only available for serving lower than 40% AMI. Points cannot be combined by serving different AMI levels, maximum of 8 points in this category Target Population: 10 points can be earned by serving 50%-100% of population 55 and older and/or disabled OR Families with Children. Again points cannot be combined in this category, 10 points is the maximum.

2015 CDBG OOR UPDATES CONTINUED… CHANGES TO CAPACITY SECTION: Trainings and Certifications: There is now a maximum of 10 points in this category. 1 point for each housing or community development related training, 2 points for owner occupied repair specific training, 2.5 points for specified certifications, and 5 points for the certifications listed within the application policy. If there is a training or certification that you believe is relevant, that has not made it onto our list, you must ask permission from your Regional Analyst BEFORE application submittal. Experience: Now looking specifically at Applicant experience in addition to sub- recipient or administrator experience. Overall IHCDA Award Performance of the Applicant: Now includes closed and current awards. Previously only closed awards. Timely Expenditure of Funds: Points will now be awarded to recipients who have finished previous awards by the original completion date- without asking for extensions. New Self Imposed Benckmarks added to Award Agreements

CHANGES IN APPLICATION FORMS If you check the box for Administrator- you must provide documentation that the Administrator was properly procured. Must select what action will be taken to affirmatively further fair housing. Threshold Checklist- will autofill when you answer all questions (even if N/A) in yellow boxes. Please provide IHCDA notes on this page if further explanation is necessary.

If an application meets all applicable requirements, it will be evaluated and scored based on the chart below. If there are multiple counties, the applicant should add up the scores from each county and average them, rounding to the nearest whole number. If the number is not a drop down option, please include the desired score and the explanation of why in the notes section next to the category. The Score Sheet requires applicants to self score. The maximum amount of points is listed at the bottom of each section.

SUBMITTING THE APPLICATION The applicant must submit the following items to IHCDA’s Real Estate Department Coordinator: Via FTP site: ‐ One completed copy of the final application forms ‐ All supporting documents required in the tabs Via hard copy: ‐ One completed copy of the final application forms with original signatures All required application items are due no later than July 31 st at 5:00 p.m. Applications received after the deadline will be returned to the applicant via certified mail. Faxed applications will not be accepted.
