2 GSC Gsc10_grsc3(05)312 eCALL  Context  There are a high number of car accidents across Europe leading to over 1.9 million injured people per year...  Location and timely notification are critical information for Emergency services...  GSM deployment provides a standardized mobile network covering almost all roads in Europe and offers the well known unique emergency number 112...  eCALL = On detection by sensors inside the vehicle, the vehicle shall automatically generate an emergency call to a PSAP (Public Safety Answering Point).

4 GSC Gsc10_grsc3(05)314 eCall – description (1)  The IVS (in-vehicle system), which is the generating agent of the eCall, sends the emergency call to a PSAP, consisting of two elements: a pure voice telephone call based on 112 and a minimum data set of data.  The choice of channel to be used for sending these two elements in a quasi-simultaneous way needs to be standardized by ETSI and has to be considered from a technical and economic point of view among the already existing standards within the GSM & UMTS networks.

5 GSC Gsc10_grsc3(05)315 eCall – description (2)  The eCall (data + voice) that goes through the mobile network, is recognized by the telecom operator as a 112 emergency call, and is first handled by him.  Based on the 112 handling the telecom operator enriches the call with the CLI (caller line identification), and at the same time, in accordance with the best effort principle, they will add the mobile location into their location server database.  After the 112 handling, the telecom operator delivers the 112 voice part together with the CLI, mobile location and the eCall data to the appropriate PSAP via the fixed line network.

6 GSC Gsc10_grsc3(05)316 eCall – description (3)  The PSAP receives thus two different types of elements via the fixed line network from the Telecom operator to the PSAP:  the first one is a normal E112 call including the location as calculated by the network  the second one is Minimum Set of Data in a way to be specified and incorporated in the protocols  The PSAP will decode and visualizes the minimum set of data.  Where possible, the PSAP will transmit acknowledgement of data received to the IVS.

7 GSC Gsc10_grsc3(05)317 eCall – description (4)  The full system also includes the possibility for external service providers to incorporate more information to the PSAP. ...but this is outside the scope of the ETSI project followed by MSG.
