Munich Satellite Navigation Conference 19-21 February 2008 4 GPS-Galileo Cooperation Engaged in significant technical collaboration to ensure GPS and Galileo are compatible from radio frequency, non-interference and national security perspectives Designing GPS and Galileo to transmit one or more common civil signals, so future users will enjoy the benefits of multiple PNT satellite constellations At least one common signal will be provided by the U.S. and the EU without direct user fees Improved new civil signal (MBOC) adopted in Jul 2007

Munich Satellite Navigation Conference 19-21 February 2008 6 International Committee on GNSS (ICG) Members include: GNSS providers (U.S., EU, Japan, Russia, India and China), international organizations and associations ICG-2 met in India in Sep 2007; 4 Working Groups are: –Compatibility and Interoperability –Enhancement of Performance of GNSS Services –Information Dissemination and Education –Interactions with National and Regional Authorities as well as International Organizations Agreed on Terms of Reference, Work Plan, GNSS Providers Forum to address common issues U.S. to host ICG-3 at NASA JPL/Cal Tech in Pasadena – 7 Dec 08

Munich Satellite Navigation Conference 19-21 February 2008 7 Provider’s Forum Established at ICG-2 in Sep 07; met in Vienna 18 Feb –Members includes U.S., EU, Japan, Russia, India and China Enables focused discussions on compatibility and interoperability, encouraging development of systems complimenting GPS Consensus reached on the general definitions of compatibility and interoperability –Including spectral separation between each system’s authorized service signals and other systems’ signals

Munich Satellite Navigation Conference 19-21 February 2008 8 Summary –Continuing close coordination with the EU and Galileo, as well as other providers –Coordination mechanisms are being created to promote interoperability and ensure a level playing field in the global marketplace –New GNSSs and regional augmentations systems, while independently owned and operated, are working toward compatibility and interoperability Issues remain Positive results of a decade of joint bilateral and multilateral diplomatic efforts are emerging:
