3 Scope Will the services that are “touched” by a change proposal affect how it is progressed? – User pays service lines only – User pays service lines plus other activities – Non user pays service lines Would any of the above scenarios be treated differently?

4 Scale Changes may be different in magnitude, in terms of their impact upon industry processes, systems and therefore cost. Would we handle change in the same way irrespective of scale? Would we want to build in some safeguards so that certain scenarios required special care?
