2  People willingly agreed to be governed  The foundation of government is its citizens  The people ordain (or authorize) and establish the Constitution  Government is established by the people and serves the people

3  Rule of law means no one is above the law  Not even the President  Protect the rights of the minority  Allow the minority to express their views on issues  Create the Bill of Rights to protect the rights and freedoms of every United States citizen

4  The Federal System  Strong national government balanced with state government  Federal = National  The federal government is the top layer of government  The federal government makes the laws for the entire country

5  Federal Government  Prints money  Controls trade with other nations  Provides for the country’s defense (controls the military)  The Constitution delegated certain powers only to the federal government to give it more power than the state government

6  State Government  Conducts all elections (even national elections)  Establish schools  Regulate trade within the state  The states have all the powers that the Constitution did not specifically give to the federal government

7  Shared Powers  Raise money through taxes  Borrow money  Establish courts  Create banks  Enforce laws  If a state law conflicts with a federal law, the state law becomes invalid
