Integrated Technology Services What is a GWAC? 8 Contracts established by one agency for governmentwide use Operated by an Executive Agency designated by the OMB Pursuant to Section 5112(e) of the Clinger-Cohen Act A Governmentwide Acquisition Contract is defined as a task or delivery order contract for information technology (IT).

Integrated Technology Services GWAC Features: Contract Level 10 Integrated technology solutions Awarded under FAR 15 – Contracting by Negotiation Base contract period with options One solicitation per GWAC -- may provide for “onramp” at option period if in best interest of the government Pre-qualified pool of contractors GSA establishes labor categories- (offerors propose based on uniform set of definitions)

Integrated Technology Services GWAC Features: Order Level 11 Fixed Price (all types), Cost Reimbursement, Time and Material, Labor Hour task orders may be awarded (depending on the GWAC) Limited protestability of task orders in accordance with FAR 16.505(a)(9) & NDAA 2008 Meets competition requirements through Fair Opportunity GSA’s GWAC Centers offer no-cost advance scope review Contract access fee (CAF) of.75% (.0075 is less than one cent) Alliant & Alliant Small Business –Direct order CAF capped at $150,000 –Assisted acquisition order capped at $100,000 (support fee negotiated directly with Assisted Acquisition Services)

Integrated Technology Services Next Generation GWACs: Alliant and Alliant Small Business 14 The Alliant program consists of two GWACs: Alliant and Alliant Small Business (SB) Alliant GWAC, open to all prospective bidders Alliant SB, set-aside for small business Global in scope, offering a wide range of information technology services to Federal agency customers Both Alliant and Alliant SB GWACs are multiple award, indefinite delivery / indefinite quantity (MA – IDIQ) contracts Aligned to the Federal Enterprise Architecture (FEA) and DoD’s Enterprise Architecture

Integrated Technology Services Ordering Procedures: Using GSA Schedules According to FAR 8.4 22 A purchase at or below the Micro- Purchase Threshold (MPT) Select any contractor under IT Schedule 70 Transmit Request for Quote (RFQ) and Statement of Work (SOW), if applicable Obtain an oral or written quote and delivery Instructions Schedule contractors are required to accept Gov’t Purchase Cards MPT =$3,000

Integrated Technology Services Ordering Procedures: Using GSA Schedules According to FAR 8.4 23 Services and products; where no SOW is required. Services that require an SOW (when ordering services priced at hourly rates). Orders that exceed the micro-purchase threshold, but not the maximum order threshold: Consider reasonably available information about the supply or service offered on the GSA Advantage!® online shopping service, or survey at least three GSA Schedule contractors’ price list. Evaluate, then make a “Best Value” Determination. Orders that exceed the micro- purchase threshold but not the maximum order threshold: Prepare an SOW or Performance Based Statement of Work (BSOW) in accordance with FAR 8.405-2(b). Send the RFQ (including the SOW and evaluation criteria) to at least three GSA Schedule contractors. Evaluate, then make a “Best Value” Determination. Above $3,000 Note: The ordering activity should request GSA Schedule contractors to submit firm-fixed prices to perform the services identified in the SOW.

Integrated Technology Services Open Market Items: FAR 8.402(f) 24 For administrative convenience, open market (non- schedule) items may be added to an individual order if: All applicable acquisition regulations – FAR and Agency supplements have been followed: –(e.g., publicizing (Part 5), competition requirements (Part 6), acquisition of commercial items (Part 12), contracting methods (Parts 13, 14, and 15), and small business programs (Part 19)); The items must be clearly labeled “non-schedule” on the task order Ordering Activity has determined price reasonableness for the open market purchase All clauses applicable to items not on Schedule are included in the order.
