2 Learning Programmes 2015/16 May 2014 - DfES issued Ministerial Priorities 2015/16 letter to FEIs June 2014 - DfES issues Post 16 Planning and Reporting arrangements to FEIs DfES shares Programme Delivery for 2013/14 and 2014/15 to SSC’s and FEIs Oct 2014 - DfES issues Update to Post 16 Planning and Reporting Arrangements to FEI’s and publishes Programmes Directory [Version 3] and Programme Delivery Report 2015/16

3 Learning Programmes 2015/16 14 Nov 14 FEIs return 15/16 provisional planning documents to DfES Ministerial priorities for FEIs 15/16 FEI Local Analysis of Programme Delivery 13/14 & 14/15 Provisional Delivery Plan 15/16 Dec14 – Jan 15 DfES Planning Meetings take place Jan 15 DfES issues final allocations for 15/16 & indicative allocations for 16/17 17 Apr 15 FEIs submit Final Delivery Plan 15/16 by the 17 April 15

6 Construction advisory group has adopted the role of a SQAP and is being used to develop an approach for analysis of programme delivery Feed-back will inform SQAP terms of reference Majority of the estimated 10 SQAPs to be developed by May 2015 Planning Guidance Annex F is a guidance note to SSCs including alignment with SSAs

7 Transition to new WBQ Qualifications Wales web site for information about the transition and specifications of new qualifications WJEC to develop a generic challenge structure in a template to meet criteria Draft challenges form basis of a bank of challenges Final specifications available by September There will be a small scale WJEC pilot

8 WBQ Transition Plan For 2015/16 – the current GCSEs will be a proxy qualification with re-sit GCSEs for D grade encouraged. Two year programme can do new GCSE to give the year delay until the examination is in place. ESW L2 will be accepted as a proxy for E grades and L1 for D. ESW will be used for WBL, LLDD and ACL 2016/17 – new GCSEs used and not ES qualifications 2017/18 – full implementation ColegauCymru proposed exceptions to the new WBQ are Access, adults seeking a vocational qualification only, lower level or complex needs LLDD learners, NEETs requiring a year to develop skills before doing WBQ and one year L3 programmes.

10 Essential Skills developed and assessed through project and three Challenges Identify and develop opportunities in the local/wider community and participate actively and purposefully in those opportunities (15%) Participate in work related activities for employment or plan and pitch or run an enterprise activity (20%) Understand and respond appropriately to a global issue (15%) Develop and demonstrate knowledge and skills to produce a research based project or artefact (50%) Community Challenge Enterprise and Employability Challenge Global Citizenship Challenge Individual Project

11 WJEC will develop ‘off the shelf’ Challenges External organisations will develop Challenges In the longer term, schools and colleges may propose challenges Quality assurance of all Challenges by WJEC Assessment of each Challenge will focus on two (or sometimes more) skills areas Some individual, some in teams but individually assessed Challenges
