17 Natural Allies  Libraries are our natural allies in the access to justice movement  As front-line information specialists, they are important community-based advocates for clients  Must increase their expertise and familiarity with vital sources of legal information  E-Government initiative in Florida libraries  Creating engaging and relevant content for LawHelp and other sites is made better with help from librarians

18 Library Realities  Everyone has access to a library  Legal aid should develop personal relationships…  Librarians  Library volunteers  Library technologists (web masters, social media folks)  In Florida, our contacts extend from the Director of the State of Florida Library and Archives all the way down to “counter help” at small rural libraries  Building these relationships is critical to involving libraries in the Access to Justice movement

19 History of Library Participation 1  January 2010: SRLN/NCSC Training in Austin  43 groups from 30 states applied to attend  Teams from 15 states were selected, including Florida  Training included topics such as:  Examples of partnerships between legal aid & libraries  Appropriate informational role (vs. providing legal advice)  The national Access to Justice Commission movement  Information about “mini-grants” available to conference attendees  These topics energized the Florida delegation…

20 History of Library Participation 2  June – September 2010: Florida Training Roadshow  Grew out of the national training in Austin  Florida libraries partnered with FLS to create a training curriculum and present 3 in-person events  Also developed and presented a webinar series for Florida librarians  Funded by a “mini-grant” made available through SLRN as a continuation of the Austin work

21 History of Library Participation 3  Fall 2012: Pro Bono Net National Webinar Series  http://www.probono.net/librarywebinars/  A 4-part webinar series funded by TIG and building on strong foundation of Austin training  Nearly 400 unique attendees, 71% librarians  Maintained momentum and energized both library and civil legal aid to continue and expand partnerships

22 History of Library Participation 4  October 2013: Florida Lawyers in Libraries  Launched as a Pro Bono project for Celebrate Pro Bono Week in 2013  Goal was to have a private attorney present an informational seminar in each of Florida’s 67 counties  A component was included to train library staff on legal issues and connecting patrons to legal info  Project repeated for Law Week in May 2014

23 History of Library Participation 5  January 2014: TRLS/FLS Library TIG  Replicate and expand outstanding TIG work both the national library webinar series and Minnesota  Create a new webinar series for Florida librarians  Replicate the library sub-site model with 4 library partners in Florida; mix of urban and rural  Enhance LawHelp embeddable content widgets with a public-facing feed so that libraries can subscribe for new/updated resources from FloridaLawHelp.org

24 Survey of Florida Librarians  As part of our TIG, we surveyed librarians in Florida  Some key findings:  60 respondents (from 4 partner library systems)  Over 80% of respondents work directly with patrons  70% get questions from patrons with legal needs often  Family, Housing, Gov’t Benefits, Employment highest  65% consult written materials; 91% use the internet  Most librarians (still) not familiar with FloridaLawHelp  Nearly 60% worried about UPL issues

25 Survey Results Continued  Survey results were a goldmine of good information  We followed up on the survey with in-person meetings  Visiting the staff in their libraries was beneficial  Put names with faces  Met with line staff in addition to supervisors  Took a visual inventory of printed and online resources  Illustrated the level of our commitment to the libraries and the communities they serve

26 Informing Content Creation  But it also paid a dividend in terms of content creation  By visiting with staff, and sharing the survey results, we were able to get much more detail  For example, under family law, instead of assuming the demand was about divorce and child support, we learned that libraries are seeing many patrons caring for the children of relatives… and many adult children concerned about guardianship of parents  We were able to understand the legal needs with much more granularity – which enables us to create more responsive content

44 What is MYDACA.org A “mini portal” available through ProBonoNet on www.TexasLawHelp.org. www.TexasLawHelp.org The official website for “Texas DACA Day” (August 16, 2014) ▫Texas DACA DAY:  Texas DACA Day celebrated the second anniversary of the federal policy that provides opportunities to youth who were brought into this country as young children and have grown up in the United States, but did not have the ability to legally obtain a social security card and driver’s license—among others—to more fully participate in our society and contribute to our economy.  On Texas DACA Day there were free legal clinics throughout the state. If someone couldn’t get to a clinic they could go to www.MyDaca.org for free information, to chat with an attorney, or find the number to an appropriate service. There was also an 800 number set up.www.MyDaca.org

48 Website Formation In Late Spring/Early Spring sponsors and stakeholders met several times and decided on the ▫Website Name ▫That the actual website would be a mini portal on TexasLawHelp.org  This was decided because thanks to the ease of setting up a mini portal and the established audience of www.TexasLawHelp.org the website was online within the month.www.TexasLawHelp.org  This allows for more flexibility and responsiveness than setting up a completely separate website on the fly. ▫Routing  www.MyDaca.org is the web address but by talking with ProBonoNet we were able to get that to actually point to the Mini Portal so that when a visitor types it in the automatically go to the mini portal www.MyDaca.org  This allows for more effective marketing while keeping the responsivness. ▫www.TexasLawHelp.org/MyDaca is also the website address but www.MyDaca.org is easier to market.www.TexasLawHelp.org/MyDacawww.MyDaca.org

49 Development and Collaboration Sponsors and shareholders delivered content in English and Spanish on a regular basis. The point person at TexasLawHelp made the actual updates. ▫The content delivered and updates made increased substantially in the days leading up to DACA day. The Texas Access to Justice Foundation and the Texas Legal Services Center took primary responsibility for the website freeing up the other sponsors and legal service providers to focus on providing service on DACA day. ▫Allowing differing parties to focus on their own core competencies allowed for a high level of efficiency and speed in getting this done.

59 Lessons Learned You will NEED: ▫Dedicated Sponsors ▫Committed Legal Service Providers ▫Responsive Web updating ▫Point marketing person ▫Marketing Partners  Ex: Univision etc. ▫Social Media and Local Media presence. ▫Mini portal  Dedicated web address Coordination and Communication are key ▫At the start large meeting are fine to get stakeholders on board but once the actual work needs to be done coordination should shift to communication among 4 to 5 point people who in turn coordinate the other parties.  Example: I coordinated with the point marketing person to ensure the website was where it needed to be. She kept in contact with Legal Service Providers while I kept in contact with ProBonoNet.  Each point person had their own responsibilities and these commitments were met.  No one person felt overwhelmed.

60 Lessons Learned Continued The sooner you start the more time you give for your marketing campaign to work. Clear Expectations among and between stakeholders avoids confusion on the day. If you have proper preparation the actual day goes very smoothly.
